This study examines majority rule as an operating principle of democracy. Majority rule is the core decision-making mechanism of democratic governance. Nevertheless, majority rule is accompanied by inherent limitations and enduring philosophical controversies, and therefore requires close examination in the context of real-world politics. Is majority rule a means of responsible government, or the beginning of tyranny? Under what conditions does it function as responsible government, and under what conditions does it tend to become tyrannical? In the cases of the United Kingdom and Japan, majority parties dominate both the legislature and the executive. Yet even when these parties remain in power for extended periods, fears of the tyranny of the majority do not become a serious political concern. By contrast, in the case of South Korea, majority control of both the legislature and the executive has often been regarded as a potential threat to constitutional democracy. This study seeks to examine these differences from a comparative political perspective through both theoretical inquiry and empirical analysis, comparing the three countries of the United Kingdom, Japan, and South Korea. The theoretical review demonstrates that although scholars have emphasized the necessity of majority rule, they have also consistently pointed out its potential dangers and stressed the importance of safeguards against the tyranny of the majority. Empirical studies also show that such safeguards include mechanisms of separation of powers and checks and balances. At the same time, the analyses suggest that the cultivation of political moderation and the strengthening of civil society are equally essential. These findings indicate that both institutional arrangements and political culture are indispensable for the development of Korean politics and the consolidation of democracy. Together, this study shows that they serve as crucial variables that enhance the legitimacy of majority rule in Korean politics.

본 연구는 민주주의 운영원리로서 다수결의 지배를 논하고 있다. 다수결은 민주주의의 핵심 의사결정방식이다. 그럼에도 불구하고 다수결지배는 그 한계와 철학적 논쟁을 가지고 있고, 현실 정치에서 이를 살펴볼 필요가 있는 것이다. 다수결지배는 책임정치의 수단인가? 독재정치의 시작인가? 어떤 경우에 책임정치가 되고 어떤 경우에 독재정치가 되기 쉬운가? 영국과 일본의 경우다수당이 의회와 행정부를 지배하는 구조이다. 그러나 그들이 장기 집권을 하더라도 다수당 지배의 횡포에 대해서는 크게 문제시 되지 않는다. 반면에 한국의 경우 다수당의 의회와 행정부지배는 위험한 일로 걱정거리가 되고 있다. 이들을 비교정치의 차원에서 검토하고자 본고는 이론적 검토와 실증적 분석 및 질적 분석을 통해 영국·일본·한국을 비교해 보았다. 우선 이론적으로는 다수당 지배의 필연성을 논하면서도 그 한계를 지적하고 있음을 알 수 있었으며, 다수의 횡포에 대한 견제가 반드시 필요함을 주장하고 있다. 실증분석과 사례분석을 통해서도 이러한 견제는 권력분산을 비롯한 제도적 장치가 우선 요구되어지지만, 이와 함께 정치신뢰를 비롯한 정치문화의 신장과 시민사회의 역량 증진이 반드시 요구됨을 알 수 있다. 이는 한국 정치발전과 민주주의 안정성을 위해 반드시 이루어져야 할 사안임을 보여주고 있으며, 다수당 지배의 정당성을 높여주는 매우 중요한 변수임을 보여주고 있다.
