In modern society, events or gatherings involving large crowds hold significant social and cultural meaning, while simultaneously being accompanied by various risk factors. Situations involving large crowds, such as rallies, demonstrations, and cultural and sporting events, cause various types of damage due to unexpected crowd behavior or accidents, which is a very serious issue in terms of public safety. The purpose of this study is to contribute to the paradigm shift in crowd safety management within security operations and to serve as foundational academic data for the field of security studies, by analyzing risk factors in the safety management system for large crowd events to effectively respond to potential risks at such sites, enhancing the effectiveness of safety management, and presenting discussions focused on strengthening civic awareness. In summary, raising civic awareness and restoring trust are not separate, additional tasks, but rather social conditions that enable the concretization of legal authority and responsibility and the actual functioning of on-site operational systems; furthermore, the effectiveness of safety management for large-scale events can be enhanced when improvements across these three axes are combined.

현대사회에서 대규모 인파가 모이는 행사나 집회는 사회·문화적으로 중요한 의미를 지 니는 동시에 다양한 위험 요인을 동반한다. 집회시위와 문화·체육행사 같은 다중운집 상황 은 예기치 못한 군중행동이나 사고로 인해 다양한 피해를 초래하고 이는 공공안전 차원에 매우 중대한 문제이다. 이 연구는 다중운집행사 현장에서 발생할 수 있는 위험에 효과적으로 대응하기 위하여 다중운집행사 안전관리체계의 위험요인을 분석하고 다중운집행사 안전관리의 실효성을 제고하며, 시민의식을 강화하는 방향을 중점으로 논의를 제시하여, 향후 경비업무의 다중 운집 안전관리 패러다임의 변화와 경호학의 학문적 기초자료로써 기여하는 데 이 연구의 목적이 있다. 종합하면, 시민의식 제고와 신뢰 회복은 별도의 부가 과제가 아니라, 법적 권한·책임의 구체화와 현장 운영체계가 실제로 작동하도록 만드는 사회적 조건이며, 세 축의 개선이 상호 결합될 때 다중운집행사 안전관리의 실효성이 강화될 수 있다.
