This study examines the use of closed schools as educational infrastructure in response to the increasing number of immigrant students in Gyeongju, due to the growing presence of foreign workers and ethnic Korean returnees. It addresses limitations of the public education system in supporting these students’ initial adaptation and learning processes. This study analyzes the case of Korean Language Education Center in Gyeongju, established by the Gyeongsangbuk-do Office of Education, to identify the direction of public education expansion and the effectiveness of support institutions for recently arrived students. The findings indicate that the centre provides an integrated program that includes basic Korean language education, school-life adjustment support, and education on Korean society and culture. In doing so, the centre plays a significant role in reducing student attrition in the public education system and facilitating students’ return into their original schools. This study demonstrates that closed schools can be repurposed as public educational resources that safeguard the educational rights of students with migration backgrounds and strengthen connections within local communities. Furthermore, it offers a scalable model for addressing regional depopulation and developing multicultural education policies.

본 연구는 외국인 노동자와 고려인 동포의 증가로 중도입국 학생이 급증함에 따라, 이 학생들의 초기 적응과 학습을 지원하는 데 있어 공교육 체계가 지닌 한계에효과적으로 대응하는 방안으로서 경주 지역에서 폐교를 교육 인프라로 활용하는방안에 주목하였다. 경상북도교육청의 경주 한국어교육센터의 사례를 분석하여, 폐교를 활용한 공교육의 확장 방향과 중도입국 학생 지원 기관의 실질적 효과성을 검토하였다. 연구 결과, 경주 한국어교육센터는 기초 한국어 교육, 학교생활 적응지원, 한국사회ž문화 이해 교육을 통합적으로 제공하여 학생들의 공교육 이탈을 줄이고 원적학교 복귀를 지원하는 역할을 수행하는 것으로 나타났다. 이는 폐교가 이주배경학생의 교육권을 보장하고 지역 사회 연계를 강화하는 공공 교육 자원으로 활용될 수 있음을 보여주며, 나아가 지방 소멸 문제 대응과 다문화 교육 정책 발전을 위한 확장 가능한 모델을 제시한다는 점에서 의의가 있다.
