공공시설물의 지속가능한 운영 방안에 관한 연구 : 제주특별자치도 사례를 중심으로
A Study on the Sustainable Management of Public Facilities : Focused on the Fiscal Efficiency and Operational Structural Reform in Jeju Special Self-Governing Province
This study diagnoses the underlying causes and structural determinants of fiscal deficits in public tourist attractions operated and managed by the Jeju Special Self-Governing Province. Distinguishing itself from extant literature that predominantly focuses on fragmentary fee estimations or organizational diagnostics, this research establishes objective benchmarks for revenue, expenditure, human resources, and admissions by analyzing a comprehensive dataset of 626 public facilities nationwide. Furthermore, a dynamic scenario analysis was conducted through rigorous financial modeling to project long-term fiscal trajectories. The empirical results indicate that the chronic deficits in Jeju’s public attractions stem not from operational or managerial inefficiencies, but rather from admission fees that are significantly undervalued relative to national averages, coupled with extensive fee-waiving and discount policies primarily benefiting non-residents (tourists). Notably, the price elasticity of demand for admissions in the Jeju region is remarkably low. Consequently, the current low-pricing regime fails to stimulate meaningful incremental tourist arrivals, instead precipitating a "value inversion" where the fiscal burden is disproportionately shifted to local taxpayers, thereby exacerbating regional budgetary instability. Fiscal impact projections for the ensuing decade reveal that if the current expenditure growth rate of 25% persists, the deficit from public attractions will cannibalize approximately 48% of Jeju’s total budget for culture and tourism by 2033, inevitably leading to a severe contraction of other essential public services. Based on these findings, this study proposes key policy interventions: the rationalization of admission fees to align with national benchmarks, the strategic contraction of exemption policies, and the implementation of a fiscal management mandate to cap the annual growth of operating expenses within a 9% threshold.

본 연구는 제주특별자치도에서 운영 및 경영하고 관리하는 공공시설물 중 공영관광지에 대한 적자 문제에 대한 원인과 구조를 진단하고, 전국 단위의 비교 데이터를 바탕으로 실효성 있는 경영 효율화 방안을 제시하는 데 목적이 있다. 단편적인 입장료 산정이나 조직 진단에 치중했던 기존 연구와는 달리 본 연구는 전국 626개의 유사시설 데이터를 활용한 수익, 비용, 인력 및 입장료 등에 대한 객관적 비교 기준을 도출하고 재무분석을 통한 동태적 시나리오 분석을 수행하였다. 주요 분석 결과는 다음과 같다. 제주특별자치도 공공시설물 중 공영관광지의 적자 문제는 운영 및 경영상의 비효율성보다는 전국 대비 현저히 낮은 입장료 수준과 비도민(관광객) 중심의 광범위한 면제 정책 및 할인 정책에 기안하는 것으로 나타났다. 특히, 제주지역은 입장료에 대한 가격탄력성이 매우 낮아, 현재의 낮은 입장료 정책이 관광객 유입 증대 효과보다는 실질적인 세납자인 도민의 세부담 가중과 재정 악화로 이어지는 가치 전도 현상을 야기하고 있다. 향후 10년간의 재정 영향을 추계한 결과, 현재 25% 수준의 세출 증가 추세가 지속될 경우, 2033년에는 공영관광지 적자 규모가 제주특별자치도 문화관광 분야 예산의 약 48%를 잠식하여 타 공공서비스의 급격한 위축을 초래할 것으로 예측되었다. 이에 본 연구는 전국 평균 수준으로의 입장료 현실화, 면제 정책의 전략적 축소, 그리고 제주지역 공영관광지의 연간 비용 증가율을 9% 이내로 제한하는 관리 지침 도입을 핵심정책 대안으로 제안한다.
