This study empirically analyzes the impact of "Early-Investment" on public enterprise evaluation indicators and investment decision-making in the context of Korea's toll road policy for privately-financed expressways. Early-Investment refers to the upfront compensation paid by a public enterprise to private concessionaires in exchange for the future transfer of management and operating rights, employed within Build-Transfer-Operate (BTO) schemes under Korea's Public-Private Partnership framework. Two toll reduction investment projects operated under a Minimum Revenue Guarantee (MRG) scheme were examined: the ○○ route (Project A) and the □□ route (Project B). A three-stage analytical framework was applied—cash flow financial analysis, financial statement variation analysis, and financial ratio estimation—to evaluate project feasibility and the evolution of public enterprise evaluation indicators across both the Early-Investment and recovery periods. The results show that the Profitability Index (PI) declined from 0.51 to 0.26 for Project A and from 0.85 to 0.59 for Project B compared with the original preliminary feasibility study results, with Net Present Value (NPV) remaining negative in both cases, indicating that the initial investment cannot be recovered within the designated recovery period. The post-recovery trajectories, however, diverged: Project A is expected to face a sustained deterioration of financial soundness due to accumulated net losses, whereas Project B shows gradual improvement in key indicators such as the debt ratio and interest coverage ratio following the onset of revenue generation. The analysis further identifies a structural limitation in the back-calculation method of price elasticity applied at the revised concession agreement stage, which can produce unintended volatility in toll-differential compensation payments. This study illuminates the decision-making dilemma confronting public enterprises caught between their dual roles as policy agents and entities responsible for financial soundness, and proposes policy implications including the reexamination of agreement structures and compensation calculation methods, the introduction of compensation caps and risk-sharing mechanisms, and the establishment of separate public enterprise evaluation criteria reflecting the distinctive nature of policy-driven public investment projects.

본 연구는 민자고속도로 통행료 인하정책에서 공기업이 수행하는 '선투자'가 재무성과 지표 및 투자의사 결정에 미치는 영향을 실증적으로 분석하였다. 분석대상은 최소운영수입보장(MRG)이 적용된 ○○(사업A) 및 □□(사업B) 통행료 인하 투자사업 2개소이며, 현금흐름 재무분석, 재무제표 변화분석, 재무비율 추정의 3단계 분석체계를 적용하여 선투자 기간과 회수기간 전반에 걸친 사업성 및 경영평가 지표 변동을 평가하였다. 분석 결과, 사업A의 수익성지수(PI)는 기존 예비타당성 결과 대비 0.51에서 0.26으로, 사업B는 0.85에서 0.59로 각각 하락하였으며, 두 사업 모두 순현재가치(NPV)가 부(-)의 값을 유지하여 회수기간 내 투자원금 회수가 불가능한 것으로 나타났다. 다만 회수기간 이후 재무지표의 추이에서 사업A는 당기순손실 누적에 따른 재무건전성 저하 가능성이 지속되는 반면, 사업B는 수익 개시 시점 이후 부채비율·이자보상배율 등 주요 지표가 점진적으로 개선되는 차이가 확인되었다. 또한 변경 실시협약 단계에서 적용된 요금탄력성 역산 방식의 구조적 한계로 인해 차액보전금이 유의미하게 변동할 수 있는 문제가 식별되었다. 본 연구는 정책 대리인의 역할과 재무적 건전성이라는 이중 목표 사이에서 공기업이 직면하는 의사결정상 딜레마를 규명하고, 협약구조 및 보전금 산정방식의 재검토, 보전금액 상한선 설정 및 위험 분담 메커니즘 도입, 정책사업의 특수성을 반영한 별도의 경영평가 기준 마련 등의 정책적 시사점을 제시하였다.
