This study aims to reexamine the roles and functions of Institutional Research in securing the sustainability and competitiveness of universities amid the rapidly changing higher education environment characterized by declining school-age populations, financial constraints, and intensified inter-university competition. In particular, it seeks to explore an operational model of IR centers in regional private universities within the context of the Glocal University policy promoted by the Ministry of Education. Although data-driven decision-making has recently become increasingly important in university management and quality assurance, IR organizations in Korean universities remain underdeveloped in terms of their roles, functions, and governance structures. To address this issue, this study analyzes cases of IR and educational performance management organizations in major domestic universities and systematically reviews prior literature to conceptualize the roles and functions of Institutional Research. The research employs a combination of literature review and comparative case analysis to identify the key functions and roles required of IR organizations in contemporary higher education institutions. The findings indicate that IR should evolve beyond a unit focused solely on statistical analysis and performance management, functioning instead as a strategic analytical body that supports institutional decision-making and as a communication agent that effectively conveys institutional performance and strengths to both internal and external stakeholders. Furthermore, the study suggests that strengthening IR functions at the governance level—such as integrated data management, development of shared performance indicators, and analysis of contributions to regional communities—is critical within the current higher education system. This study contributes to expanding the empirical discussion on the operation of IR organizations and provides foundational insights for establishing effective IR governance in universities. It is also expected to offer practical implications for the strategic utilization of Institutional Research in alignment with national funding initiatives.

본 연구는 학령인구 감소와 재정 압박, 대학 간 경쟁 심화라는 고등교육 환경 변화 속에서 대학의 지속가능성과 경쟁력 확보를 위한 대학기관연구의 역할과 기능을 재조명하고, 특히 교육부의 글로컬대학 정책에 따라 연합대학 형태로 운영되는 지방 사립대학의 대학기관연구 모델을 탐색하는 데 목적이 있다. 최근 대학 운영과 교육의 질 관리에 있어 데이터 기반 의사결정의 중요성이 강조되고 있으나, 국내 대학의 기관연구 조직은 여전히 역할과 기능, 거버넌스 체계 측면에서 미완의 단계에 머물러 있는 실정이다. 이를 위해 본 연구는 국내 주요 대학의 기관연구 및 교육성과관리 조직 사례를 분석하고, 선행연구 고찰을 통해 대학기관연구의 개념과 기능을 체계적으로 정리하였다. 연구 방법으로는 문헌 분석과 사례 비교 분석을 활용하였으며, 이를 바탕으로 오늘날 대학에 요구되는 기관연구조직의 역할과 기능을 도출하였다. 연구 결과, 대학기관연구는 단순한 통계·성과 관리 부서를 넘어, 전략적 의사결정을 지원하는 분석 조직이자 대학의 성과와 강점을 대내외적으로 설득력 있게 전달하는 커뮤니케이션 주체로 기능할 필요가 있음을 확인하였다. 또한 대학 체제에서는 데이터 통합 관리, 공동 성과지표개발, 지역사회 기여도 분석 등 거버넌스 차원의 기관연구 기능 강화가 중요함을 시사한다. 본 연구는 대학기관연구 조직 운영에 대한 실증적 논의를 확장하고, 대학의 기관연구 거버넌스 구축을 위한 기초 자료를 제공한다는 점에서 의의가 있다. 나아가 향후 국가 재정지원사업과 연계한 대학기관연구의 전략적 활용 방안을 모색하는 데 기여할 것으로 기대된다.
