직무만족과 조직몰입이 안전행동에 미치는 영향 : 안전의식의 매개효과를 중심으로
The Effects of Job Satisfaction and Organizational Commitment on Safety Behavior : Focusing on the Mediating Effect of Safety Awareness
In 2021, the government enacted the Act on Punishment of Serious Accidents, introducing stronger penalty provisions than those stipulated in the existing Industrial Safety Act and advancing institutional reforms reflecting growing societal demands for workplace safety. Nevertheless, serious industrial accidents have continued to occur even after the law came into effect, indicating that work environments emphasizing production efficiency and workers’ complacency toward safety have not kept pace with institutional improvements. Ultimately, the effectiveness of legal systems depends not merely on the design of the制度 itself but on the attitudes and willingness of relevant stakeholders to comply with it in practice. Thus, improving the safety awareness of both employers and employees is essential alongside strengthening legal mechanisms. Against this backdrop, this study conducted a survey of 500 manufacturing workers to empirically analyze the effects of job satisfaction and organizational commitment on safety behaviors, as well as the mediating role of safety awareness. The analysis showed that both job satisfaction and organizational commitment exerted significant positive influences on safety awareness and safety behaviors. Safety awareness, in particular, emerged as the most influential factor shaping safety behaviors. These findings indicate that job satisfaction and organizational commitment not only directly promote workers’ safety behaviors but also indirectly reinforce their effects through the mediating role of safety awareness. Overall, the results suggest that enhancing job satisfaction, fostering organizational commitment, and strengthening safety awareness are all critical to preventing industrial accidents. Achieving this requires not only institutional improvements but also organizational-level management strategies. Moreover, cultivating managerial responsibility for safety and improving workers’ safety compliance attitudes may serve as a more powerful foundation for accident prevention than legal mechanisms alone.

정부는 2021년 「중대재해처벌 등에 관한 법률」(중대재해처벌법)을 제정하여 기존 「산업안전법」보다 강화된 처벌 규정을 도입하는 등 사회적 요구를 반영한 제도 개선을 추진하였다. 그러나 법시행 이후에도 산업현장에서 중대재해는 지속적으로 발생하고 있으며, 이는 생산 효율성을 중시하는 작업 환경과 근로자의 안전 불감증이 제도 개선의 속도를 따라가지 못하고 있음을 보여준다. 결국 법제도의 실효성은 제도 설계 그 자체보다는 현장에서 이를 준수하려는 이해당사자의 태도와 의지에 달려있다. 따라서 산업재해 예방을 위해서는 법적 장치의 보완과 더불어 사업자와 근로자의 안전 인식 개선이 필수적이다. 이러한 문제의식을 바탕으로 본 연구는 제조업 근로자 500명을 대상으로 설문조사를 실시하여, 직무만족과 조직몰입이 안전행동에 미치는 영향과 안전의식의 매개효과를 실증적으로 분석하였다. 분석 결과, 직무만족과 조직몰입은 모두 안전의식과 안전행동에 유의한 정(+)의 영향을 미쳤으며, 특히 안전의식이 안전행동에 가장 큰 영향을 주는 변수로 확인되었다. 이는 근로자의 직무만족과 조직몰입이 안전행동에 직접적으로 작용할 뿐 아니라, 안전의식을 매개로 그 효과가 강화된다는 점을 보여준다. 따라서 산업재해 예방을 위해서는 직무만족 제고, 조직몰입 촉진, 안전의식 강화가 핵심적이며, 이는 제도적 보완뿐만 아니라 조직관리적 차원의 접근을 필요로 한다. 아울러 경영자의 안전 책임 의식과 근로자의 안전 준수 태도 변화는 어떤 법적 장치보다도 강력한 보호 기반이 될 수 있음을 시사한다.
