This paper builds a party-domain-specific language model by fine-tuning a general-purpose language model on political parties’ press releases and statements, and uses it to analyze the tone of public opinion and the formation of media framing in news coverage of the 2024 Financial Investment Income Tax in Korea. Specifically, the Korean-language model KLUE-BERT-Base is further trained on press releases and official statements from the People Power Party and the Democratic Party of Korea to construct a party-label classifier, which is then applied to classify news articles related to the Financial Investment Income Tax. The results show that a relatively large share of news articles is classified as similar to the Democratic Party of Korea; however, this outcome largely reflects an increase in explanatory articles in which supportive and opposing views on the tax are mixed, and therefore cannot be interpreted as evidence that public opinion supports the party’s policy position. To examine the mechanism through which inconsistent party policy messages generate negatively framed news coverage, contribute to the formation of negative public opinion, and ultimately lead to policy reversal, this study combines keyword analysis with news article summarization using Gemini-pro-2.5. In particular, dates with abnormally high volumes of news production are identified, and articles published on those dates are summarized and analyzed. The analysis reveals that in August and October, inconsistent messaging by the Democratic Party of Korea regarding the implementation of the Financial Investment Income Tax led to an increase in negatively framed news articles, a process that ultimately culminated in the party’s official announcement to repeal the tax in November. In addition, news coverage of politically sensitive issues tends to decline around general elections, while after elections, intensified intra- party conflict is associated with an increase in related news production. Finally, the results indicate that media framing does not systematically differ by ideological orientation: both conservative and progressive outlets generally maintain a balanced reporting stance rather than consistently representing the position of a particular political party.

본 논문은 정당의 보도자료와 논평을 범용 언어모델에 학습시켜 정당 도메인 특화 언어모델을 구축하고 이를 활용해 2024년 금융투자소득세 관련 뉴스기사의 논조와 미디어 프레이밍 형성 과정을 분석하였다. 구체적으로 한국어 특화 언어모델인 KLUE-BERT-Base에 국민의힘과 더불어민주당의 보도자료 및 논평을 추가 학습시켜 정당 라벨 분류기를 구축한 뒤 해당 모델을 이용해 금융투자소득세 관련 뉴스기사를 분류하였다. 더불어민주당으로 분류된 뉴스기사의 비중이 상대적으로 높게 나타났으나 이는 금융투자소득세에 대한 찬·반 의견이 혼재된 설명적 기사 증가에 따른 결과로 해당 분류만으로 여론이 정책을 지지한다고 해석하기는 어렵다. 일관적이지 못한 정당의 정책 메시지가 부정적 프레임을 가진 뉴스기사를 생성하고 이를 통해 부정적 여론이 형성되어 궁극적으로 정책 철회로 이어지는 메커니즘을 확인하기 위해 본 논문은 키워드 분석과 Gemini-pro-2.5를 활용한 뉴스기사 요약을 병행하였다. 구체적으로 평균적인 뉴스기사 생산량을 상회하는 날짜를 식별한 뒤 해당 시점의 뉴스기사 본문을 요약, 분석하였다. 부정적 프레임 형성 과정을 검토한 결과 8월과 10월에는 금투세 시행을 둘러싼 더불어민주당의 비일관적인 메시지가 부정적 프레이밍 뉴스기사의 증가로 이어졌으며 이러한 흐름은 이후 11월 금투세 폐지 공식 발표로 귀결되었다. 또한 총선을 전후한 시기에는 유권자 반감을 초래할 수 있는 의제가 상대적으로 축소되어 보도되는 반면 선거 이후에는 당내 입장 대립이 심화되며 관련 뉴스기사의 생산량이 증가하는 경향이 확인되었다. 한편 언론의 정치적 성향에 따른 프레임 선택은 뚜렷하게 나타나지 않았으며 보수·진보 언론 모두 특정 정당의 입장을 일관되게 대변하기보다는 비교적 균형적인 보도 태도를 유지한 것으로 분석되었다.
