This study analyzed the outflow of youths from the non-Capital regions and the low birth rate in South Korea based on monthly data from the past decade. Over the last ten years, the net outflow of the primary economically active population aged 20 to 49 from the non-Capital regions has accelerated, increasing the risk of regional decline. This is because the net outflow of the population in the childbearing age group leads to the population decline in that region. This study viewed the population migration of young people from the non-Capital regions to the Capital region and the low birth rate as interrelated problems. It empirically analyzed the endogenous relationship between these two variables using a panel regression analysis with a simultaneous equation model and instrumental variables. The net outflow of the local youth population was significantly influenced by the difference in youth employment rates between the Capital region and the non-Capital regions, as well as housing cost variables in the Capital region. The low birth rate in the non-Capital regions was significantly affected by the difference in marriage rates between the Capital region and the non-Capital regions, Capital region rental prices, and the large net outflow of the local youth population to the Capital region. These findings suggest that the net outflow of young people from the non-Capital regions creates a vicious cycle: it accelerates regional decline by reducing birth rates and promoting aging in those areas. Comparing this to Japan, while Japan experiences youth concentration in the Capital region from outside of Tokyo, it mitigates the concentration through remote work and job expansion in provincial metropolises, maintaining stable population levels in these regional hubs. However, the concentration of young people in the Capital region and the outflow of young people from the non-Capital regions in South Korea are more severe than in Japan, and provincial metropolises also face the crisis of population extinction. Therefore, this study proposes the necessity of proactive policy responses centered on expanding local jobs and encouraging young people to settle and marry, to simultaneously mitigate regional extinction and the low birth rate problem.

본 연구는 최근 10년간의 월별 데이터를 기반으로 우리나라 비수도권 지역의 청년인구 순유출과 저출생 현상을 종합적으로 분석하였다. 최근 10년 동안 지방은 경제활동의 핵심 계층인 20세∼49세 청년층 인구의 순유출이 가속화되면서 지방 소멸 위험이 점점 증가하고 있다. 이는 출산 가임 연령대 인구가 지방을 떠나면서 지역 인구 구조가 급격히 변화하고, 장기적으로 인구 감소와 고령화를 초래하며, 지역 산업 쇠퇴와 경제 구조 약화로 이어지는 악순환을 발생시키기 때문이다. 본 연구는 지방 청년층의 인구 이동과 초저출생 현상을 상호 연관된 문제로 보고, 연립방정식 모형과 도구변수를 활용한 패널 회귀분석을 통해 두 변수 간 내생적 관계를 실증적으로 분석하였다. 분석 결과, 청년인구 순유출은 수도권과 지방 간 조출생률 및 청년취 업률 격차, 수도권 전·월세 가격과 주택 가격에 유의한 영향을 받았으며, 출생아 수 감소에는 비수도권 청년층 순유출, 조혼인률 격차, 수도권 주거비가 핵심 요인으로 나타났다. 이러한 결과는 지방 청년층의 순유출이 지방의 조출생률 감소와 고령화를 촉진하여 지방 소멸을 가속화하는 악순환 구조를 형성하고 있음을 시사한다. 일본 사례와 비교하면, 일본은 비도쿄권 청년층의 수도권 집중 현상이 존재하지만, 비대면 재택근무와 지방 대도시 일자리 확대를 통해 인구 집중화를 완화하며, 지방 대도시 인구가 안정적으로 유지된다. 그러나 우리나라의 청년층 수도권 집중 현상은 일본보다 더욱 심각한 수준이며, 지방 대도시 또한 인구 소멸의 위기에 직면해 있다. 이에 본 연구는 지방 소멸과 초저출생 문제를 동시에 완화하기 위하여 지방 일자리 확충과 청년 정착 및 혼인 장려 정책을 중심으로 한 적극적인 정책 대응의 필요성을 제시한다.
