This study is an exploratory research aimed at deriving the policy structures included in the RISE master plans of 17 local provinces nationwide using systems dynamics modeling. The RISE plans of the 17 cities and provinces are commonly based on a cyclical structure of ‘cultivating local talent→employment/entrepreneurship→settlement→regional development,’ and reflect a policy logic intended to restructure universities into hubs for regional innovation. Based on the premise that these policy logics possess mutual causality, this study derived a causal map analysis model utilizing AI and SD programs based on regional plans.. It was confirmed that each model operates as a core reinforcing mechanism, characterized by a talent settlement reinforcement loop where region-demand-based education and industry-academia collaboration expand local employment and settlement; an industrial innovation reinforcement loop where university research, technology transfer, and linkages with strategic industries enhance corporate competitiveness and talent demand; and a lifelong and vocational education expansion loop that increases the sustainability of universities and regions through the expansion of education for adult learners and working professionals. Conversely, youth outflow, a shortage of quality jobs, fragmented governance, and single-year fiscal management were identified as major constraints that weaken policy effectiveness. This study presented the following implications for the RISE system to evolve from a simple university financial support program into a regional innovation ecosystem policy encompassing decentralization, local talent settlement, industrial innovation, and lifelong education. Policy-wise, it suggested the need to establish settlement as an independent core objective, reduce delays in curriculum reform, and strengthen trans-regional cooperation, inter-ministerial linkages, and data-based performance management systems. It also indicated that the validity of the model must be continuously verified through empirical data in the future.

본 연구는 전국 17개 시·도의 RISE 기본계획에 포함된 정책구조를 시스템다이내믹스 모델 방식으로 도출하기 위한 탐색적 연구이다. 17개 시·도의 RISE계획은 공통적으로 ‘지역인재 양성→취·창업→정주→지역발전’의 순환구조를 전제로 하고 있으며, 대학을 지역혁신의 거점으로 재구조화하려는 정책논리를 반영하고 있다. 본 연구에서는 이러한 정책논리가 상호 인과성을 지니고 있다고 보고 지역별 계획서를 기반으로 AI 및 SD프로그램을 활용하여 인과지도 분석모델을 도출하였다. 각 모델에는 지역수요 기반 교육과 산학협력이 지역취업과 정주를 확대하는 인재정주 강화루프, 대학의 연구·기술이전과 전략산업 연계가 기업 경쟁력과 인재수요를 높이는 산업혁신 강화루프, 성인학습자와 재직자 교육 확대를 통해 대학과 지역의 지속가능성을 높이는 평생·직업교육 확장루프가 핵심 강화기제로 작동함을 확인하였다. 반면 청년유출, 양질의 일자리 부족, 분절적 거버넌스, 단년도 재정운영은 정책효과를 약화시키는 주요 제약요인으로 나타났다. 본 연구는 RISE체계가 단순한 대학재정지원사업이 아니라 지방분권, 지역인재 정주, 산업혁신, 평생교육을 포괄하는 지역혁신 생태계 정책으로 발전해 나가기 위한 시사점을 다음과 같이 제시하였다. 정책적으로는 정주를 독립된 핵심 목표로 설정하고, 교육과정 개편의 시간지연을 축소하며, 초광역 협력과 부처 간 연계, 데이터 기반 성과관리체계를 강화할 필요가 있음을 제언하였다. 향후 실증자료를 통해 모델의 타당성을 지속적으로 검증하고, 정책논리를 도출하는 과정이 필요하다.
