This paper aims to provide a critical reflection on the conservative turn among a segment of the youth and their meritocratic understanding of fairness, from the perspective of Gong-yeong-ju-ui(Principle of Mutual Prosperity), the ideal political theory of Unification Thought. In contemporary Korean society, the youth have shown a partial tendency toward conservatism, with increased support for conservative parties and greater political participation compared to the past. These changes are understood as resulting from heightened perceptions of unequal opportunity distribution amid economic stagnation and polarization, along with a strengthened meritocratic notion of fairness that justifies rewards based on individual ability. However, this meritocratic conception of fairness overlooks non-merit factors that shape individual achievement, thereby reinforcing the hereditary power of privileged groups and weakening social care and solidarity toward the disadvantaged. Accordingly, this paper argues from the perspective of Gong-yeong-ju-ui(Principle of Mutual Prosperity) that the youth’s conception of fairness needs to be expanded into a multidimensional concept grounded in substantive equality of opportunity and integrating the principles of equality and need. In addition, as a condition for ensuring fairness in the social reward system, this study proposes the realization of political democracy in which all citizens participate freely in politics as equal subjects of co-political governance.

본 논문은 통일사상의 이상 정치론인 공영주의(共榮主義)의 관점에서 일부 청년층에서 관찰되고 있는 정치 보수화 현상과 그 기저에 놓인 능력주의적 공정 인식을 비판적으로 성찰하는 데 목적이 있다. 최근 한국 사회에서 청년층은 과거에 비해 보수 정당에 대한 지지와 정치 참여가 증가하는 등 부분적으로 보수화 경향을 보이고 있다. 이러한 청년세대의 변화는 경제적 저성장과 양극화의 위기 속에서 기회가 불평등하게 배분되고 있다는 문제의식과 능력 대비 보상을 정당화하는 능력주의적 공정 인식이 한층 강화된 결과로 분석된다. 그러나 이러한 능력주의적 공정 인식은 개인의 성취에 영향을 미치는 비능력적 요인을 간과하여 기득권층의 세습적 권력을 더욱 강화할 뿐 아니라 사회적 약자에 대한 배려와 돌봄을 약화시키는 문제를 안고 있다. 이에 본 논문은 공영주의의 관점에서 청년세대의 공정 인식이 실질적 기회균등을 바탕으로 평등과 필요의 원칙을 결합한 다차원적 개념으로 확장될 필요가 있음을 지적하였다. 아울러 사회적 보상 시스템의 공정성 확보를 위한 조건으로 모든 시민들이 공동정치의 주체로서 제약 없이 정치에 참여하는 정치적 민주주의의 실현을 제안하였다.
