The division of the Korean Peninsula has led to the entrenchment of the division between the North and the South, perpetuating tensions. Above all, the continuation of the armistice system and the military standoff that has not yet ended the war have been the main causes of increased tensions on the Korean Peninsula. Moreover, with the Kim Jong-un regime defining inter-Korean relations as “two hostile states” and denying the people’s aspiration for “unification,” easing tensions on the Korean Peninsula appears even more distant. Above all, various obstacles have been at play during the actual implementation of inter-Korean agreements, leading to the agreements becoming a dead letter or being scrapped in most cases. Considering this, it is crucial to develop practical implementation plans that can ease political and military tensions, building on existing North-South Korean agreements. The purpose of this study is to examine the implementation of the inter-Korean summit agreements, examine cases of easing political and military tensions, and derive implications. In other words, this study examines the role the agreements reached at the North-South Korean Summit played in easing political and military tensions, and examines the factors that hindered and facilitated the implementation of the agreements. By analyzing the factors that facilitated the implementation of the agreements between the two Koreas, this study aims to provide a direction and policy benchmark for the South Korean government to pursue in easing political and military tensions.

한반도 분단 상황은 남북 간 분단 체제의 고착화를 야기하며 긴장 상태를 지속시켰고, 무엇보다 전쟁이 종결되지 않은 정전 체제의 지속과 군사적 대치 상황은 한반도 긴장을 배가시키는 주요 원인이었다. 게다가 김정은 정권이 남북 관계를 ‘적대적 두 국가’로 규정하며 민족의 염원인 ‘통일’을 부정하는 상황에서 한반도의 긴장 완화는 더욱 요원한 상황이다. 게다가 남북이 실제로 합의를 이행하는 과정에서 실천 의지를 가로막는 다양한 저해 요인들이 영향을 미치며 합의문이 사문화되거나 파기되는 사례가 반복되어 나타났다. 이를 고려할 때 남북 간 기존 합의를 바탕으로 정치･군사적 긴장을 완화 시킬 수 있는 실천적 이행 방안을 마련해 나가는 것이 중요하다. 본 연구의 목적은 남북정상회담 합의사항의 이행 여부를 고찰하여 정치･군사적 긴장 완화 사례를 살펴보고, 이에 대한 함의를 도출하는데 있다. 즉 남북정상회담의 합의 사안들이 정치･군사적 긴장 완화를 위해 어떤 역할을 했는지 살펴보고, 합의 이행의 저해 요인과 촉진 요인에 대해 고찰한다. 남북 간 합의 이행을 촉진시킨 요인에 대한 분석을 통해 긴장 완화를 제도화할 수 있는 한국의 정책 추진 방향 및 남북 간 합의의 이행 기준을 수립하는데 기여할 수 있다.
