The Korean Embassies to Tokugawa Japan and the Kaetsuno Region - With a Focus on Chosenjin Goyo in Tonami, Etchu Province in Kyoho 4(1719) - 조선통신사와 가에쓰노[加越能] 지역의 관계 – 교호[享保] 4년(1719) 엣추국[越中国] 도나미군[砺波郡]의 조선인 어용(朝鮮人御用)을 중심으로 -
This article focuses on the people who supported the Korean embassy missions in Tokugawa Japan and examines the Chosenjin Goyo in Tonami, Etchu Province, in Kyōhō 4 (1719). As is well known, the embassies represented formal diplomatic missions dispatched by the king of Choson to the Tokugawa shogun on the premise of promoting diplomacy between equals based on the good-neighborly relations between Japan and Choson. Even under the “seclusion” (sakoku) policy, the arrival of the embassy missions in Japan was not only a solemn diplomatic ritual but also a state ceremony that demonstrated the legitimacy of the new shogun both in Japan and abroad. For this reason, the Tokugawa Bakufu established a state-level system for receiving and escorting the embassies on their journey to Edo. On the other hand, the Kaetsuno region (Kaga, Noto, and Etchu), held by the Maeda family of the Kaga Domain, lay outside the embassy route and had long been considered an area unrelated to the embassies. Recent research, however, has shown that the Kaga Domain undertook the joma-yaku in years when the embassies came to Japan, and that villages in the Kaetsunō region were mobilized for Chōsenjin Goyo. In this article, focusing on the case of Kyōhō 4 as recorded in the Chosenjin Goyo Uma Tomechō (Register of Horses for Chosenjin Goyo) in the Kawai Documents, preparations made by Tomura officials, including Kawai Mataemon of Toide Village, Tonami, Etchu Province, for the dispatch of post horses, horse drivers, and horse supervisors are analyzed. In the home territory, post horses suitable for official service were selected through horse inspections conducted by the Osanyoba, the domain accounting office. Specifically, 15 official-service horses were dispatched from Nakada, Hanyu, and Sagano villages under the district administration, and from Imaisurugi-machi under the town administration. Even after the horse inspection, the local Tomura officials made painstaking arrangements: they replaced horses suffering from eye disease and bore the cost of outfitting the horse supervisors and their retainers. The actual service of joining the embassy procession between Maisaka and Edo lasted only nine days. Even so, preparations for dispatch took four months, showing the thoroughness with which the Kaga Domain authorities back in the domain engaged with the task. Maeda Tsunanori, then lord of Kaga Domain, went to view the procession when the embassy entered Edo, watching over the contingent from Kaga as it carried out its task. Later, after returning to the home territory, the horse supervisors recorded the scenes of the procession that they had witnessed firsthand in a document entitled Chosenjin Nori Gyoretsu No Oboe (Memorandum on the Korean Procession on Horseback). The Tomura officials, too, compiled details of the official service in the Chōsenjin Goyo Uma Tomechō and transmitted it to posterity with their own hands. The Chosenjin Goyo (dispatch of post horses), which derived from the jōma-yaku of the Maeda family, in the Kaga Domain, was clearly carried out by the horse supervisors and horse drivers of the villages in the Kaetsunō region, as well as by the Tomura officials, who did not themselves travel to the site. Thus, it is an undeniable fact that the embassies were supported in their missions not only by persons connected with the Tokugawa Bakufu and Tsushima Domain, but also by large numbers of Japanese people gathered from distant regions to the route of passage. Further attention should be given to the fact that their earnest efforts made the embassies’ journeys to Edo possible and sustained the good relations between Japan and Choson.
본고에서는 조선통신사를 지원(支援)한 사람들에 초점을 맞추어 엣추국[越中国] 도나미군[砺波郡]의 ‘조선인 어용(朝鮮人御用)’에 대해 상세히 살펴본다. 잘 알려진 바와 같이 통신사는 일본과 조선 양국의 교린 관계에 기반한 대등 외교를 전제로, 조선 왕이 도쿠가와 쇼군에게 파견한 정식 외교사절이다. ‘쇄국’ 정책하에서도 통신사의 일본 방문은 엄숙한 외교 의례일 뿐만 아니라, 새로운 쇼군의 정당성을 국내외에 보여주는 국가적 행사였다. 따라서 에도까지 방문하는 통신사를 위해 도쿠가와 막부는 국가 차원의 영접 및 송환 체제를 갖추었다. 한편, 가가번[加賀藩] 마에다 가문이 소유하고 있던 가에쓰노[加越能] 지역은 사행 노정에서 벗어나 있어, 그동안 통신사와는 무관한 곳으로 여겨져 왔다. 하지만 최근 가가 번이 통신사가 방문한 시기에 ‘승마역(乘馬役)’을 맡으면서 가에쓰노 지역의 마을들 역시 통신사 전용으로 동원된 사실이 밝혀졌다. 이글에서는 「조선인어용마류장(朝鮮人御用馬留帳)」이 수록되어 있는 『카와이 문서[川合文書]』, 교호[享保] 4년(1739) 사례를 바탕으로, 역마(驛馬)․마재허인(馬裁許人) 등을 파견하기 위해 십촌(十村) 주민들이 준비했던 과정을 분석했다. 국원(国元)에서는 관용장의 말을 선별하여 관용에 어울리는 역마를 선정되었다. 구체적으로는 군내의 나카타 마을[中田村]․하니우 마을[埴生村]․사카노 마을[佐加野村]과 성하의 이마이시동 마을[今石動町]에서 15마리의 ‘공용마’가 파견되었다. 또 현장을 살펴본 뒤 안구 질환을 가진 말을 교체하고, 말 재판관과 가신의 복장을 스스로 부담하는 등 현지 십촌 무리의 대응은 친절하고 세심했다. 가가 번이 마이사카[舞坂]와 에도 사이에서 통신사 행렬에 합류하여 지원한 것은 겨우 9일에 불과했다. 그럼에도 파견 준비에만 4개월을 투자할 정도로, 가가 번에서는 꼼꼼히 임무를 수행했다. 가가 번주 마에다 츠나키[前田綱紀]는 통신사의 에도 입성에 맞춰 행렬을 구경하며, 임무를 수행하는 국원 일행을 지켜보았다. 그 후 국원으로 돌아온 마재허인은 직접 목격한 행렬의 모습을 「조선인승행렬지각(朝鮮人乗行烈之覚)」이라는 기록으로 남겼다. 십촌에서도 관청에 관한 정보를 「조선인어용마류장(朝鮮人御用馬留帳)」에 정리하고 후세에 전했다. 가가 번의 마에다 가문이 ‘승마역’을 수행함에 따라 조선인 어용을 담당했던 것은 가에쓰노 지역 마을들이었다. 이처럼 도쿠가와 막부와 쓰시마번뿐만 아니라, 사행 노정 지역과는 동떨어진 곳에서도 통신사를 지원하는 많은 일본인이 있었다. 그들의 끈질긴 노력이 통신사의 에도 파견을 실현하였고, 일본과 조선 양국의 우호적인 관계를 유지하게 했으므로 앞으로도 이에 대한 조명이 필요할 것이다.
