The purpose of this study is to identify the core roles of local cultural intermediaries for the realization of cultural democracy, derive their priorities through an Analytic Hierarchy Process (AHP) analysis, and provide policy recommendations. To overcome the limitations of the existing infrastructure-centric budget allocation, this study redefines cultural democracy as an 'order of participation' in which residents actively engage in the entire process of planning, decision-making, implementation, and enjoyment. Building upon Bourdieu's concept of cultural intermediaries, this study integrates Deleuze's rhizome and Adam Smith's impartial spectator to structure the intermediaries' roles into three axes—Connection, Co-creation, and Coordination—along with 18 operational indicators. An AHP analysis conducted on 20 experts in the Jeju region revealed that Coordination (0.384) ranked highest in importance, followed by Connection (0.362) and Co-creation (0.254). In the integrated ranking, 'balancing artistic autonomy and public accountability' ranked first, while 'forming horizontal collaborative networks among public administration, residents, and artists' ranked second. This empirically demonstrates that the budget paradox and the poverty of participation in the field originate not from a lack of physical supply, but from the absence of mediating mechanisms that ensure relational integrity and fairness. Therefore, this study proposes formal coordinators within local governance, shifting policy resources toward the establishment of non-hierarchical collaborative networks, and introducing a long-term evaluation system centered on ecosystem sustainability.

본 연구의 목적은 문화민주주의 실현을 위한 지역 문화매개자의 핵심 역할을 규명하고, AHP 분석을 통해 우선순위를 도출하여 정책적 제언을 제시하는 데 있다. 기존의 인프라 중심 예산 투입이 지닌 한계를 극복하고자, 문화민주주의 를 기획·결정·실행·향유 전 과정에 주민이 참여하는 ‘참여의 질서’로 재정 의하였다. 부르디외의 문화매개자 개념에 들뢰즈의 리좀과 스미스의 공정한 관 찰자 개념을 결합하여, 매개자의 역할을 연결·공동창조·조정의 세 축과 18개 실행 지표로 구조화하였다. 제주 지역 전문가 20명을 대상으로 AHP 분석을 실 시한 결과, 조정(0.384), 연결(0.362), 공동창조(0.254) 순으로 중요도가 높게 나 타났다. 종합 우선순위에서는 예술적 자율성과 공공성의 균형 도출이 1위, 행 정·주민·예술가의 수평적 협력망 형성이 2위를 차지하였다. 이는 현장의 예 산 역설과 참여 빈곤이 물리적 공급 부족이 아닌 관계와 공정성을 담보하는 매개 기제의 부재에서 비롯됨을 실증한다. 이에 본 연구는 매개자를 지역 거버 넌스의 공식 조정자로 제도화하고, 비위계적 협력망 구축 중심으로 정책 자원 을 전환하며, 생태계 지속성 중심의 장기 평가 체계를 도입할 것을 제언한다.
