The Structural Crisis of Local Extinction and the GVC–RIS Strategy : Redesigning High Value-Added Roles for Non-Metropolitan Regions in South Korea
This study interprets the widening gap between metropolitan and non-metropolitan regions, often discussed as “local extinction”, as more than a matter of population decline and metropolitan concentration. It frames the problem as a structural crisis caused by the failure to secure high value-added employment and investment under ongoing global value chain (GVC) reconfiguration. Existing policy responses — centered on welfare provision, infrastructure expansion, and short-term job creation — have not been able to trigger structural transformation of regional economies. Building on GVC theory, the in–out–in-again hypothesis, and Korea’s backward and forward GVC participation patterns along with its outward and inward FDI(OFDI and IFDI) structures, this study examines how manufacturing industries in non-metropolitan regions are positioned along global value chains. The analysis shows that upgrading into high value-added segments remains limited, and that metropolitan and inland regions have developed noticeably different GVC role profiles. A review of regional innovation systems (RIS), smart specialization strategies (S3, also referred to as RIS3), and local value chain approaches highlights a common pattern in the literature. Regions that target higher value-added positions in GVCs and align their innovation capabilities and institutions with these roles tend to demonstrate stronger economic performance. The study argues that addressing local extinction in a structural manner requires, as a first step, positioning each region within a combined GVC–RIS framework. On this basis, backward and forward participation strategies need to be aligned with an “in-again” trajectory, supported by smart specialization and the development of local value chains. To explore the applicability of these arguments through case-based analysis, the paper examines two anchor investment projects in non-metropolitan regions. The Hyundai Motor Group investment in Jeonbuk (Saemangeum) serves as an example that combines forward participation with an in-again dynamic, representing a case of high value-added function transfer, while the power semiconductor specialized complex in Gyeongnam (Busan) illustrates a transitional path from the “out" phase toward an “in-again” stage.

본 연구는 한국 비수도권 지역의 수도권과의 격차 확대 또는 지방 소멸을 인구 감소에 국한된 현상이 아니라, 글로벌 가치사슬(Global Value Chain, GVC) 재편 속에서 고부가가치 일자리와 투자를 확보하지 못한 지역의 구조적 위기로 규정하고, 이에 대한 GVC·지역혁신시스템(RIS) 기반 대응 전략을 제시하는 것을 목적으로 한다. 인구 데드크로스, 수도권 인구·소비·기업 집중, 비수도권의 산업·일자리 구조 취약성을 검토한 결과, 기존 저출산·복지·인프라 및 단기 일자리 중심의 지방 소멸 대응정책은 지역경제의 구조적 전환을 유도하는 데 한계가 있는 것으로 나타났다. GVC 이론과 in–out–in again 모형, 한국의 전후방 GVC 참여 및 해외직접투자(OFDI·IFDI) 구조, 역·정방향 GVC 참여에 관한 선행 연구를 분석한 결과, 한국 제조업은 중간재·조립 중심 참여와 제한된 FDI 다변화로 인해 고부가 단계로의 업그레이드가 제약받고 있으며, 수도권·해안 지역과 내륙 제조 거점 간에 상이한 GVC 역할 구조가 형성되어 있음을 확인하였다. 아울러 지역혁신시스템(RIS)과 스마트 전문화 전략(S3, RIS3라고도 함), 로컬 가치사슬·로컬리즘 논의를 검토한 결과, 지역이 특정 GVC에서 수행할 고부가가치 역할을 선택하고, 이에 상응하는 혁신역량·제도·클러스터·로컬 가치사슬을 구축할 때 지역경제 성과가 유의미하게 향상되며, 이는 지방 소멸 완화와 지역균형발전에 기여할 수 있는 잠재적 경로로 해석된다. 이러한 분석을 바탕으로 본 연구는 지역별 GVC–RIS 포지션을 진단하고, 역방향 참여를 활용한 내륙 제조·산업단지의 글로벌 생산망 편입과 정방향 참여 중심의 수도권·첨단 산업·해안 거점 전략을 결합하는 한편, RIS3와 유사한 스마트 특화 및 로컬 가치사슬 구축을 통해 고부가 가치사슬로의 편입이 지방 소멸에 구조적으로 대응하는 핵심 정책 방향임을 제안한다. 본 연구는 이론적 논의를 사례를 기반으로 분석하여 적용 가능성을 탐색한다. GVC 재편 국면에서 비수도권 지역에 이루어진 두 가지 앵커 투자 사례를 분석한다. 전북(새만금)의 현대자동차그룹 투자는 정방향 참여와 In again 기능이 복합된 고부가가치 이식형 사례로, 경남(부산)의 전력반도체 특화단지는 Out 단계에서 In again 단계로의 전환 경로를 보여주는 사례로 각각 검토된다.
