This article seeks to identify the factors behind the recent rise in electoral support for the German radical right party Alternative für Deutschland (AfD) in Western Germany and its emergence as the de facto main opposition force. Since its founding in 2013, AfD has been able to grow primarily on the basis of electoral support in Eastern Germany. Against this background, existing studies have largely explained AfD’s electoral success in terms of economic and cultural factors. However, the 2025 federal election and the state election in North Rhine–Westphalia demonstrate a significant departure from this pattern, as AfD achieved substantial electoral gains in Western Germany as well. This article argues that these developments can be explained by the processes of normalization and mainstreaming of AfD. Normalization and mainstreaming refer to the transformation whereby the discourses and policy positions of radical right parties are no longer perceived by voters as abnormal or taboo, but instead come to be regarded as legitimate political alternatives capable of competing with those of established mainstream parties. To account for these processes, this article draws on Wilhelm Heitmeyer’s theory of social disintegration and authoritarian mobilization, particularly his three-stage model of normalization, as well as Michał Krzyżanowski’s three-stage framework of discursive normalization grounded in critical discourse analysis. A key finding of this study is that the mainstreaming of radical right parties is accelerated when established conservative parties, in an attempt to reclaim their traditional electorate, selectively adopt the discourses and policy positions of radical right actors. In this process, radical right ideas are not merely tolerated but become embedded within the competitive logic of mainstream party politics. Although the dynamics of radical right politics in Germany are not directly comparable to those in contemporary South Korea, this discussion nonetheless allows for several broader conclusions. First, radical right politics does not emerge suddenly but develops through gradual and cumulative processes. Second, the claims and discourses of the radical right cannot be understood merely as expressions of freedom of speech. Third, the responses of institutional politics play a decisive role in shaping these dynamics. Finally, the central democratic challenge in confronting radical right politics lies not in exclusion, but in the re-politicization of social conflicts through democratic and inclusive means.

본 논문은 최근에 극우 정당인 독일을위한대안(Alternative für Deutschland)당이 서독 지역에서 지지율 상승을 바탕으로 독일에서 실질적인 제1야당의 지위에 올라가게 된 상황을 극우 정당의 주류화와 정상화라는 차원에서 설명했다. 2013년 창당 이후 독일을위한대안당은 동독 지역을 기반으로 성장할 수 있었다. 이를 배경으로 기존의 연구들은 독일을위한대안당의 성장 원인을 주로 경제적, 문화적 측면에서 설명하였다. 그러나 2025년 연방의회 선거와 노르트라인-베스트팔렌(Land Nordrhein-Westfalen) 주 지방선거에서 독일을위한대안당은 이전과 달리 서독 지역에서 큰 지지를 받고 있음을 확인할 수 있었다. 본 논문은 그 원인을 극우 정당의 정상화와 주류화에서 찾고자 한다. 정상화와 주류화는 극우의 담론, 정책이 유권자들에게 더는 비정상적인, 금기시되는 것이 아니라 기존 주류 정당의 담론, 정책과 경쟁할 수 있는 하나의 대안으로 인식되는 것이다. 본 논문은 이러한 정상화, 주류화를 설명하기 위해 빌헬름 하이트마이어(Wilhelm Heitmeyer)와 미하우크르지야노브스키(Michael Krzyżanowski)의 논의를 활용하였다. 이 과정에서 특히 의미 있는 것은 바로 기존 보수정당이 자신들의 지지자를 되찾기 위해 극우 정당의 주장, 담론을 수용하는 과정에서 극우 정당의 정상화, 주류화가 가속화된다는 것이다. 이러한 극우 정당의 정상화, 주류화 논의는 비록 현재 한국 사회에서의 극우와 독일의 극우가 서로 다른 성향, 기원이 있다는 점에서 직접적인 비교를 할 수 없지만, 최소한 다음과 같은 결론을 도출할 수 있다. 즉 극우는 갑작스럽게 등장하지 않으며, 극우의 주장, 담론을 단지 표현의 자유로 이해할 수 없다는 점, 제도 정치의 반응 그리고 민주주의의 과제는 배제가 아닌 재 정치화라는 점이다.
