In modern society, the limitations of police force, which is responsible for ensuring safety from dangerous environments, have existed, leading to the early active introduction and growth of private security and guard services. As a result of these factors, private security and guard has naturally filled the insufficient gaps left by public security. Although the private detective system can supplement insufficient police power, it has not been legalized to date for various reasons, raising the need to legislate a certified private detective system. The purpose of this study is to analyze contentious issues regarding the legalization of the private detective system and to explore ways to develop the system. A survey was conducted on 140 police officers and analyzed using the SPSS 22.0 statistical package program. Based on the research results, the following policy recommendations are proposed. First, the prompt introduction of a licensed private investigator system is necessary. If such a system is introduced, we can expect to supplement insufficient police services and professionalize police operations. Second, the National Police Agency should be designated as the supervisory body for licensed private investigator operations. This is significant given that most private investigation work shares similarities with police-related duties. Third, the establishment of a tentatively named "Detective Association" is necessary. This is required to conduct elite and specialized training for licensed detectives. Fourth, the introduction of a licensed detective system is necessary for job creation and economic revitalization. This could provide retirees and young people with opportunities to choose a new profession, thereby contributing to economic revitalization to some extent.

탐정제도는 부족한 경찰력을 보완할 수 있는 제도이지만, 현재까지 여러 이유로 합법화 되지 못하고 있어 공인탐정제도를 입법화할 필요성이 제기되고 있다. 본 연구는 탐정제도 법제화에 대한 쟁점 사항 등을 분석한 후 탐정제도의 발전방안을 모색하고자 함에 목적이 있다. 경찰공무원 140명을 대상으로 설문조사를 실시하여 SPSS 22.0 통계패키지 프로그램을 이용하여 분석하였다. 연구 결과를 토대로 다음과 같이 정책 제언을 하고자 한다. 첫째, 공인탐정 제도의 조속한 도입이 필요하다. 공인탐정 제도가 도입될 경우 부족한 경찰서비스 보완과 경찰 업무의 전문화를 기대할 수 있을 것이다. 둘째, 공인탐정 업무의 관리감독 기관으로 경찰청이 지정되어야 한다. 대부분의 탐정업무가 경찰관련 업무와 유사성을 지니고 있음에 그 의미가 있을 것이다. 셋째, 가칭 ‘탐정협회’의 설립이 필요하다. 공인탐정의 정예화되고 전문화된 교육 실시를 위하여 필요하다. 넷째, 일자리 창출과 경제활성화를 위해 공인탐정 제도의 도입이 필요하다. 퇴직자와 청년층에게도 새로운 직업의 선택 기회가 제공될 수 있으며, 이로 인해 경제활성화에도 일정 부분 기여할 수 있을 것이다.
