This study used a repeated cross-sectional sample of 20,468 firms from the Survey on the Status of Start-ups (2019?2023) to compare conditional mean differences in sales and employment associated with receiving government policy funding at the startup stage across growth stages. An ATT-IPTW weighted outcome model with covariate adjustment was applied. The results indicate that firms receiving policy funding exhibited significantly positive conditional mean differences in both sales (ATT = 0.210, p = 0.004) and employment (ATT = 0.135, p < 0.001) compared with non-recipient firms. For sales, the linear combination estimate for the five-year cohort was relatively larger at 0.418, although the interaction term remained only marginally significant (p = 0.074). By contrast, growth-stage differences in employment were limited. Because this study is based on repeated cross-sectional observational data, the findings should not be interpreted as strict causal effects. Nevertheless, the findings provide limited evidence that the association between policy funding and firm performance may vary across growth stages.

본 연구는 창업기업실태조사(2019–2023) 반복횡단 표본 20,468개를 활용하여 창업 초기 정부 정책자금 수혜 여부와 매출·고용성과 간 조건부 평균 차이를 성장단계별로 비교하였다. 분석에는 ATT-IPTW 가중치와 결과모형 공변량 통제를 결합한 보완적 추정전략을 적용하였다. 분석 결과, 정책자금 수혜기업은 비수혜기업에 비해 매출(ATT=0.210, p=0.004)과 고용(ATT=0.135, p<0.001) 모두에서 유의한 양(+)의 조건부 평균 차이를 보였다. 매출에서는 업력 5년 집단의 선형결합 추정치가 0.418로 상대적으로 크게 관찰되었으나, 성숙기 상호작용항은 통상적인 5% 유의수준에서는 유의하지 않았다(p=0.074). 고용에서는 성장단계별 차이가 제한적으로 나타났다. 본 연구는 반복횡단 관측자료에 기반하므로 결과를 엄밀한 인과효과로 해석할 수 없다. 다만 정책자금 수혜와 성과 간 관련성이 성장단계에 따라 다르게 관찰될 가능성을 제시한다.
