Needless to say, reunification is one of the important matters for us to consider. It can essentially be completed by unifying south and north Koreans' consciousness, not just by unifying our politics, economies and legal systems. It is natural that deliberate and continuous effort must be necessary to realize that goal. Reunification Education just forms a part of that effort. In the Seventh National Curriculum, education about reunification is now taking effect thoughout the whole elementary school system as seen in textbook activities, extra credit activities, extra curricular activities, and so on. As a result, we can expect that these various activities can lead young students to be interested in the matter of reunification. However, when we think of ultimate reunification as being the unification of the consciousness of the two Koreas, there needs to be some deliberate and systemetic way to do this. I affirm that we can achieve our goal through the improvement of Reunification Education program with a focus on Moral Education. In fact, the Seventh National Curriculum stipulated that ethics be the main course of study, but there is not any definite mention about the objectives or its contents. Therefore, the upcoming Eighth National Curriculum should reflect more concrete and systemetic objectives or contents about Reunification Education for the curriculum of ethics. With these conditions, Reunification Education on elementary school can be effective and well organized, while at the same time, being in harmony with diversity and unification.

‘통일’은 우리 민족이 가장 우선적으로 해결해야 할 문제이다. 그것은 정치, 경제 그리고 제도의 단순한 통합이 아니라 남북한 주민들의 의식이 하나됨으로써 완성된다. 그러기 위해서는 계획적이고 지속적인 노력이 요구된다. 초등학교 통일교육은 그러한 노력의 일환이다. 제 7차 교육과정에서는 초등학교 교육 활동의 전반에 걸쳐 통일교육을 실시하도록 하고 있다. 이에 따라 초등학교 통일교육은 교과 활동, 재량 활동, 특별 활동 시간 등을 통해 이루어지고 있다. 다양한 접근 방법을 통한 이러한 초등학교 통일교육은 학생들에게 통일 문제에 관해 흥미를 고취시킬 수 있다는 점에서 효과적이다. 하지만 궁극적인 통일이 남북한 주민들의 의식의 통합이라는 점에서 볼 때, 보다 계획적이고 체계적인 방법이 보완되어야 한다. 그러기 위해서는 ‘도덕’ 교과를 통한 통일교육의 내실화가 바람직하다. 제7차 교육과정에서는 ‘도덕’과가 통일교육의 핵심적인 교과라고 규정만 해 놓고 목표나 내용 등에 관한 구체적인 언급이 없다. 따라서 앞으로 개정될 제 8차 교육과정에서는 통일교육의 목표, 내용 등이 보다 구체적이고 체계적으로 ‘도덕’과 교육과정에 반영되어야 할 것이다. 그렇게 되어야만 초등학교 통일교육이 다양성과 통일성의 조화를 이루어 보다 효과적이고 체계적으로 이루어질 수 있기 때문이다.
