This study critically explores the issues surrounding welfare blind spots, examining their causes and related institutional policies between 2014 and 2026. Firstly, despite governments actively intervening to identify blind spots in pursuit of universalism, a tension emerged between the values of individual liberty and self-determination concerning personal information, and the social security provided by the state. Secondly, issues related to the application-based nature of the social security system contributed to welfare blind spots. This application-based system particularly hindered access, and problems regarding its narrow scope and low coverage were also revealed. Thirdly, while reforms to the delivery system were implemented retrospectively in response to welfare blind spots, they had limitations. The social risks associated with blind spot incidents were not singular but rather a complex interplay of various factors. Furthermore, despite advancements in information systems for identifying crisis households, the workload of dedicated social welfare officials became excessive. Additionally, the crucial role of private social welfare agencies in identifying crisis households was overlooked. Based on these findings, policy implications for improving policies and systems related to welfare blind spots are presented.

본 연구의 목적은 복지 사각지대와 관련된 쟁점들을 비판적으로 탐색하는 것이다. 이를 위해 2014-2026년 발생한 복지 사각지대의 원인을 살펴보고, 그에 대한 제도적 대응정책 관련 쟁점들을 살펴보고자 한다. 분석결과는 다음과 같다. 첫째, 복지국가 정부는 적극적으로 개입하여 사각지대 발굴을 한다. 하지만 개인의 자유권, 개인정보에 대한 자기결정권 가치는 국가에 의한 사회보장과 긴장관계가 있었다. 둘째, 복지 사각지대와 관련된 사회보장제도의 신청주의 문제가 나타났다. 특히, 복지제도의 신청주의로 인해 제도 진입이 어려운 부분이 나타났다. 동시에 제도의 좁은 적용범위 및 낮은 보장성 문제가 나타났다. 셋째, 복지 사각지대 문제 발생과 연동되어 사후적인 전달체계 개편이 진행되었으나 한계가 있었다. 사각지대 사건과 관련된 사회적 위험은 하나의 위험요인이 아닌 다양한 위험들이 복합적으로 작용하고 있었다. 또, 위기가구 발굴을 위한 복지 사각지대 발굴정보시스템의 고도화는 진행되었으나, 담당 사회복지전담공무원의 업무가 과중되었다. 또, 위기가구 발굴에서 민간 사회복지기관의 역할이 간과된 것으로 나타났다. 이상의 연구결과를 바탕으로 복지 사각지대와 관련된 정책 및 제도개선을 위한 정책적 함의를 제시하였다.
