As the 2026 World Island Exhibition Yeosu Korea approaches, growing attention is being paid to the sustainable development of island regions in the context of issues such as population decline and climate crisis. Due to their geographic characteristics, island regions experience a more rapid pace of depopulation than inland areas, yet discussions on establishing support policies specifically tailored to depopulating island regions remain limited. Existing studies have largely focused on single-sector approaches—such as efforts to expand the living population—while research that links the legal and institutional foundations of both the population decline and island development, acknowledging the dual characteristics of depopulating island regions, is insufficient. This study conducts a content analysis of the Basic (Implementation) Plans for Responding to Population Decline in Shinan, Wando, and Jindo Counties to identify the characteristics of support policy types for depopulating island regions. An analytical framework was developed based on relevant provisions of the Special Act on Support for Depopulation Regions, which governs depopulating regions, and the Island Development Promotion Act, the overarching law for island regions. The results indicate that among the various support policy types, “support for expanding the living population” showed both high keyword frequency and strong alignment with project categories under the Island Development Promotion Act. Based on these findings, the study proposed implementation strategies for depopulating island regions across short-, medium-, and long-term timeframes.

여수세계섬박람회 개최를 앞두고 인구감소, 기후위기 등에 대응한 섬 지역의 지속가능발전에 관한 관심이 높아지고 있다. 섬 지역은 지리적 특성으로 인해 내륙지역에 비해 급격한 인구감소 추세를 보이고 있으나, 현재까지 인구감소 섬 지역에 특화된 지원정책의 마련을 위한 논의는 미흡한 상황이다. 기존 연구는 주로 섬 지역의 인구감소 대응을 위한 생활인구 확대 등 단일 분야에 초점이 있으며, 인구감소 섬 지역이라는 이중적 특성을 고려해 양 부문의 법·제도적 기반을 연계 검토한 연구는 부족하다. 따라서, 본 연구는 신안군, 완도군, 진도군의 인구감소지역 대응 기본(시행)계획을 대상으로 내용분석을 실시하여 인구감소 섬 지역의 지원정책 유형별 특징을 분석하였다. 이를 위해, 인구감소지역에 관한 상위법인 「인구감소지역법」과 섬 지역에 대한 상위법인 「섬 발전 촉진법」의 관련 조항으로 구성된 분석틀을 활용하였다. 분석 결과, 인구감소 섬 지역에서 키워드 빈도수가 높으면서 「섬 발전 촉진법」의 사업계획이 적절히 반영된 정책 유형으로는 ‘생활인구 확대 지원’이 나타났다. 이를 바탕으로, 향후 기간(단기, 중기, 장기)에 따른 인구감소 섬 지역의 지원정책 추진 방안을 제안하였다.
