This study is purposed to investigate problems of Korean TV presidential debates and suggest ways of resolving such kinds of problems. It has said that the Korean TV presidential debates were not good for differentiating policies of each of candidates and choosing good candidate. In order to attain this investigation, the author constructed research questions that is, ‘why the Korean TV debates did not give proper information on choosing good candidate for president’, ‘why they did not provide sufficient information on policies among candidates’, ‘why they did not develope a kind of positive climate for presidential election’, etc. For solving each of research questions, the author collected data for the TV presidential debates of 1997, and analyzed them, especially, contents of TV debates with questions and answers of each of candidates. He also concerned what kinds of questions and answers candidates tended to give and take in the 2000 U.S. presidential TV debates. Through comparing them, the author tried to find out similarities and differences between them, and suggested proper ways of getting information on policies of candidates. As some of results of this study, it was firstly found that main themes for the TV presidential debates were so broad and obscure that each of candidate was not able to discuss them properly. Secondly, because members of the committee for TV presidential debates did not consisted of professionals or experts, it did not suggest and indicate questions for good debates. Thirdly, in the case of panel questions, the questions were not specific for leading proper discussion on main themes, and they did not raise struggles and conflicts between candidates because there were not controversial issues. Fourthly, in the case of candidates’ questions, each of candidates tended not to focus on discussing policy issues, but they tended to dig out weak points of their counterparts and scroll against each other. Through this study, it was concluded that the present situation of Korean TV debates could not provide proper information on policies and lead good debates between candidates.

본 연구는 한국의 대통령선거시에 중요한 영향을 미치는 TV 토론회에 대한 분석을 시도하였다. 특히 우리나라에서 시도된 지 얼마 되지 않았으나, 그 빈도와 포맷은 상당히 다양하였다. 그러나 입후보자들의 정책이나 입장의 차이를 파악하기가 시도되었음에도 불구하고, TV 토론회에 대한 평가는 아주 부정적이었다. 입후보자들 개개인에 대한 비아냥거림이나 힐난이 주로 되어 있고, 정책 중심의 논의는 이루어지지 않고 있다는 평가가 대부분이었다. 따라서 본 연구에서는 1997년 제15대 TV 합동토론회에서 행해진 질의와 응답들에 대해 ‘스피치 행위’를 중심으로 분석하였고,그 대안을 모색하는 방안으로 미국의2000년 대선에서 행해진 TV 토론회의 질의와 응답을 비교 분석하였다. 그 결과 우리나라의 TV 토론회는 먼저, 질의의 주요 주제가 너무 광범하고 구체적이지 않아 입후보자들 사이의 차이를 파악할 수 없음이 파악되었다. 둘째,사회자의 질의가 입후보자들 사이의 차이를 전혀 파악할 수 없을 정도로 명확하지 않다. 셋째,입후보자들 사이의 질의와 응답은 주제와 상관없이 상대 입후보자의 약점을 집중적으로 추궁하거나 비난하는데 집중하고 있다. 바로 이와 같은 이유들로 인하여 정책적인 주제들이 있음에도 불구하고, 우리나라의 TV토론회가 정책 중심의 토론회가 되지 못하는 것이다.
