An Extended Paradata Schema for Accountability in AI-Based Records Management: Focusing on ISO 23081-2 and Human-in-the-Loop

- This study aims to conceptualize and operationalize the meaning and structure of paradata to ensure accountability in artificial intelligence (AI)?based records management environments and propose an extended schema through which such paradata may be integrated within records metadata frameworks. The study employed literature review, legal analysis, standards analysis, and conceptual modeling. It initially examined domestic and international discussions on AI-based records management, paradata, and Human-in-the-Loop approaches, followed by a review of normative requirements related to explainability, human oversight, and documentation as articulated in the Framework Act on the Development of Artificial Intelligence and the Creation of a Foundation for Trust. Subsequently, ISO 15489-1 and ISO 23081-2 were analyzed to examine the structuring principles governing records, agents, business processes, and mandates, as well as their interrelationships and event history metadata. The findings indicate that accountability in AI-based records management can be systematized into five requirements: explainability, traceability, supervisability, reviewability, and documentability. Furthermore, paradata supporting these requirements can be structured into four categories: identification information, technical information, event history information, and relation information. On this basis, the study proposes an extended paradata schema that integrates technical and organizational paradata within the structural logic of ISO 23081-2, while incorporating a Human-in-the-Loop control structure.

- 본 연구의 목적은 AI 기반 기록관리 환경에서 설명책임성을 확보하기 위한 파라데이터의 개념과 구조를 구체화하고, 이를 기록관리 메타데이터 체계 안에서 활용할 수 있는 확장 스키마로 제안하는 데 있다. 이를 위해 문헌연구, 법제 분석, 표준 분석, 개념모형 설계의 방법을 활용하였다. 먼저 AI 기반 기록관리, 파라데이터, Human-in-the-Loop에 관한 국내외 논의를 검토하고, ｢인공지능 발전과 신뢰 기반 조성 등에 관한 기본법｣을 중심으로 설명, 인간의 관리⋅감독, 문서화와 관련된 요구를 검토하였다. 이어 ISO 15489-1과 ISO 23081-2를 분석하여 기록, 행위주체, 업무, 규정과 이들 간의 관계 및 사건 이력 메타데이터를 중심으로 한 구조화 원리를 정리하였다. 연구 결과, AI 기반 기록관리의 설명책임성은 설명가능성, 추적가능성, 감독가능성, 재검토가능성, 문서화가능성의 다섯 가지 요건으로 체계화될 수 있었으며, 이를 지원하는 파라데이터는 식별 정보, 기술 정보, 사건 이력 정보, 관계 정보의 네 가지 범주로 구조화될 수 있음을 확인하였다. 이를 바탕으로 본 연구는 ISO 23081-2의 구조 논리를 기반으로 기술적 파라데이터와 조직적 파라데이터를 통합하고, Human-in-the-Loop 통제 구조를 반영한 파라데이터 확장 스키마를 제안하였다.
