This study aims to diagnose the current management system of division-level archives in the Republic of Korea Army and propose an integrated management plan centered on corps-level echelons to enhance the efficiency and expertise of Army archives management. To this end, the study employed literature review and case study methods and empirically analyzed field conditions and perceptions regarding the integrated management of Army archives through surveys and interviews conducted with Army records management specialists and practitioners. Four improvement measures are proposed for the integrated management of Army archives. First, with respect to organizational management, existing division-level archives should be reorganized into corps-level integrated archives that reflect regional and operational characteristics, and be reconstituted under the direct control of the Army Archival Information Management Group as an independent body to ensure administrative and functional control. Second, in the aspect of personnel management, the expertise of records management specialists should be enhanced through their concentrated deployment to each integrated archive, thereby ensuring continuity of duties. Third, in terms of facilities and infrastructure, dedicated standalone preservation buildings should be secured, and the stability of physical preservation environments should be strengthened. Fourth, implementation should proceed sequentially through a phased advancement strategy that follows systematic processes. The study findings may serve as foundational data for future policy formulation and organization restructuring of Army records management.

본 연구의 목적은 육군 기록관 운영의 효율성과 전문성을 제고하기 위해 현행 사단급 제대 기록관 운영 체계를 진단하고, 군단급 제대 중심의 통합 운영 방안을 제시하는 것이다. 이를 위해 문헌연구와 사례연구를 하였으며, 육군 기록물관리 전문요원 및 실무자를 대상으로 설문조사 및 인터뷰를 통해 현장의 실태와 기록관의 통합 운영에 대한 인식을 실증적으로 분석하였다. 육군 기록관의 통합 운영을 위한 개선방안으로는 첫째, 조직 운영 측면에서 현행 사단급 기록관을 지역적⋅작전적 특성을 고려하여 군단급 통합기록관으로 재편하고 육군기록정보관리단 직속의 독립기구로 편성하여 행정적⋅기능적 통제력을 확보해야 한다. 둘째, 인력 운영 측면에서 기록물관리 전문요원을 통합기록관별 집중 배치를 통해 업무의 전문성을 높이고, 직무의 연속성을 보장해야 한다. 셋째, 시설 및 인프라 측면에서 독립된 전용 보존 건물 확보와 물리적 보존환경의 안정성을 강화해야 한다. 넷째, 단계별 추진 전략을 통해 체계적인 절차를 거쳐 순차적으로 진행되어야 한다. 본 연구는 향후 육군 기록관리 정책 수립과 조직개편을 위한 기초 자료로 활용될 수 있을 것이다.
