This study aims to analyze LGBTQ service practices in overseas public libraries and to derive implications for the discussion and introduction of such services in Korean public libraries. We selected Toronto Public Library, San Francisco Public Library, Brooklyn Public Library, and Malmo City Library as case study sites and conducted a comparative analysis focusing on policy and institutional frameworks, collections, service programs, organizational structures, staff education, and spatial elements. The analysis shows that the libraries examined clearly recognize LGBTQ individuals as a major user group and institutionally legitimize related services through formal policies and public statements. We found that LGBTQ-related collections for children, youth, and adults are continuously developed, and that reading groups, lectures, and exhibitions are operated year-round, forming sustainable service models rather than one-time initiatives. In addition, some libraries strengthen organizational capacity through staff-wide training programs and external certification systems, while creating inclusive physical environments. Based on these findings, we argue that Korean public libraries should view LGBTQ services as an issue of equitable access to information rather than social controversy, and we suggest that policy-based justification, phased service implementation, and librarian education are essential for sustainable service development.

본 연구는 해외 공공도서관의 LGBTQ 서비스 운영 사례를 분석하여 향후 국내 공공도서관에서 관련 서비스를 검토하고 논의하는 데 필요한 시사점을 도출하는 것을 목적으로 한다. 이를 위해 토론토 공공도서관, 샌프란시스코 공공도서관, 브룩클린 공공도서관, 말뫼 시립도서관을 조사 대상으로 선정하고, 각 도서관의 정책·제도 기반, 장서, 서비스 프로그램, 조직 및 인력, 직원 교육, 공간·시설을 중심으로 비교·분석하였다. 분석 결과, 대상 도서관들은 LGBTQ를 공공도서관의 주요 이용자 집단으로 명확히 인식하고, 정책과 선언을 통해 서비스의 정당성을 제도적으로 확보하고 있었다. 또한 어린이·청소년·성인을 아우르는 장서를 지속적으로 구축하고, 독서 모임, 강연, 전시 등 다양한 프로그램을 연중 운영함으로써 일회성 사업이 아닌 지속적인 서비스 체계를 형성하고 있었다. 일부 도서관에서는 전담 조직 구성, 전 직원 대상 교육, 외부 인증 제도 도입 등을 통해 조직 차원의 대응 역량을 강화하고 있었으며, 공간·시설 측면에서도 LGBTQ 이용자를 고려한 환경 조성이 이루어지고 있었다. 이러한 결과를 바탕으로 본 연구는 국내 공공도서관에서 LGBTQ를 사회적 논쟁의 대상이 아닌 정보 접근권 보장의 관점에서 인식할 필요가 있음을 제시하고, 정책적 근거 마련, 단계적 서비스 도입, 사서 교육을 통한 인식 개선의 필요성을 함께 제안하였다.
