This study aims to identify the 'Paradox of Command' caused by hyper-connected network technologies in advanced cognitive warfare and to explore the strategic value of mission command and implementation strategies for the ROK military. To achieve this, we designed a research methodology that analyzes real-world cases from the Russia-Ukraine War and compares the operational outcomes of centralized control versus decentralized mission command models under cognitive friction. Our findings reveal that hyper-connectivity exposes structural vulnerabilities, such as triggering micromanagement by superiors, hindering subordinate autonomy, and causing 'cognitive desynchronization' within the chain of command. As a solution, we redefined mission command as a core mechanism for 'cognitive resilience' and established a practical roadmap consisting of technical enhancements (information-layered interfaces), educational reforms (cognitive stress training), and institutional innovations (integrated Red Teams). By integrating Defense Innovation 4.0 with a human-centric philosophy, we ensured decision-making superiority in future warfare characterized by information pollution and demonstrated that the autonomy and mutual trust of commanders are the decisive drivers for victory in cognitive warfare.

본 연구는 고도화된 인지전 환경에서 초연결 네트워크 기술이 초래하는 '지휘의 역설'을 규명하고, 이를 극복하기 위한 임무지휘의 전략적 가치와 한국군 차원의 실천 전략을 모색하는 데 목적이 있다. 이를 위해 러시아-우크라이나 전쟁의 실전 사례를 분석하고, 인지적 마찰 상황에서 중앙집권적 통제와 분권적 임무지휘 모델이 도출하는 작전적 결과를 비교하도록 연구 방법을 설계하였다. 연구 결과는 초연결 기술이 상급자의 미시적 간섭을 유발하여 예하지휘관의 자율성을 저해하고 지휘계통 내 '인지적 비동기화'를 야기하는 구조적 취약성을 노출함을 확인하였다. 이러한 취약성을 극복하기 위한 대안으로 임무지휘를 '인지적 복원력'의 핵심 기제로 재정립하였으며, 기술적 보완(정보계층화 인터페이스), 교육적 개선(인지적 스트레스 훈련), 제도적 혁신(민·관·군 통합 레드팀)이라는 구체적인 실천 로드맵을 구축하였다. 본 연구는 국방혁신 4.0의 기술적 성과와 인간 중심의 임무지휘 철학을 융합함으로써 정보 오염이 난무하는 미래전에서 지휘 결심의 우위를 보장하고, 지휘관의 자율성과 상호 신뢰가 인지전 승패를 결정짓는 핵심 동인임을 입증하였다.
