This study aims to propose a standardized safety training model for special purpose personnel embarked on ships subject to the Code of Safety for Special Purpose Ships (SPS Code, MSC.266(84)). International and flag-state regulations, including the SPS Code, IP Code, and related guidelines, as well as major safety training programmes such as STCW Basic Safety Training, OPITO BOSIET, GWO Basic Safety Training, and IP Code-based courses, are compared. In addition, the characteristics of SPS Code ships registered with the Korean Register and their embarked personnel are examined to identify domestic training needs. The analysis reveals that, although the SPS Code recognizes the need for safety training, it lacks concrete standards for training hours, detailed contents, and assessment, leading to discrepancies and gaps in practice. Based on these findings, a 20-hour (2.5-day) "SPS Special Purpose Personnel Basic Safety Training Programme (SPS-CSTP)" consisting of four modules-personal survival techniques, fire safety, personal safety and social responsibility, and elementary first aid-is proposed. The programme adopts a practice-oriented structure with combined written and performance assessments, meets the educational expectations of the SPS and IP Codes, and can be implemented using existing STCW training infrastructure in Korea.

본 연구의 목적은 SPS Code(MSC.266(84)) 적용 선박에 승선하는 특수목적 승선원을 위한 표준안전교육 모델을 제안하는 것이다. 이를 위해 SPS Code, IP Code, 주요 기국 지침과 더불어 STCW 기본안전교육, OPITO BOSIET, GWO, IP Code 교육과정을 비교·분석하고, 국내 SPS Code 적용 선박의 선종과 승선 인력 특성을 검토하여 안전교육 수요를 파악하였다. 특히 국제 규정의 교육 요구수준과 국내 교육 인프라 간 정합성을 검토하고, 특수목적 승선원의 역할·승선형태·해양 경험 수준을 고려한 교육 범위와 심도 설정에 중점을 두었다. 분석 결과, SPS Code는 안전교육의 필요성은 규정하고 있으나 교육시간, 세부 내용, 평가 기준이 구체적으로 제시되지 않아 국가·선사 간 편차와 교육 공백이 발생하고 있음을 확인하였다. 이에 본 연구는 개인 생존기술, 화재 안전, 개인안전 및 사회적 책임, 기본 응급처치 4개 모듈로 구성된 20시간(2.5일) 규모의 「SPS 특수목적 승선원 기본안전교육(SPS-CSTP)」을 제안한다. 제안된 교육과정은 실습 중심 구조와 필기·실기 평가를 통해 SPS Code 및 IP Code의 요구수준을 충족하면서 국내 STCW 교육 인프라를 활용해 운영 가능하다는 점에서 의의가 있으며, 향후 SPS 적용 선박의 안전관리 수준 제고와 관련 제도 정비를 위한 기초자료로 활용될 수 있을 것으로 기대된다.
