With the digital transformation and the spread of the global content market, cultural intellectual property(IP) is emerging as a key asset of national economy and industrial policy. The purpose of this study is to analyze the structural implications of cultural IP's financial liquidity from the perspective of industrial policy and the policy implications of the judgment of security inherent in it. The impact and response of the possibility of financial liquidity of cultural intellectual property and the judgment of the security of investment securities were examined through the case of "Musicow", a floating investment platform using music copyright as an underlying asset. It has been confirmed that the securitization of cultural intellectual property and token securities-based financial products diversify the financing channels of the cultural industry, while securing the consistency and reliability of the financial regulatory system is essential for market expansion. Under the Capital Markets Act, the judgment of security acts as a key variable that determines the possibility of cultural IP becoming an asset, and shows that a balanced approach between investor protection and industrial revitalization is necessary. It presents a plan to build a sustainable cultural finance ecosystem through institutional improvement and industrial internalization of cultural IP finance, and policy alternatives to revitalize domestic IP financing.

디지털 전환과 글로벌 콘텐츠 시장의 확산에 따라 문화 지식재산(Intellectual Property, IP)은 국가 경제와 산업정책의 핵심 자산으로 부상하고 있다. 본 연구는 문화 IP의 금융 유동화가 산업 정책적 관점에서 갖는 구조적 의미와 유동화 자산의 증권성 판단에 대한 정책적 함의를 분석하는 것을 목적으로 한다. 이를 위하여 음악 저작권을 기초 자산으로 하는 유동화 투자 플랫폼 뮤직카우 사례를 통하여 문화 지식재산의 금융 유동화 가능성과 투자 증권의 증권성 판단에 따른 영향과 대응을 살펴보았다. 문화 지식재산의 유동화 및 토큰증권 기반 금융상품의 확대는 문화산업의 자금조달 경로를 다변화시키는 방안인 한편, 시장 안정 및 성장을 위해서는 금융 규제 체계의 정합성과 신뢰성 확보가 필수적 요건임을 확인하였다. 자본시장법상 증권성 판단은 문화 IP의 자산화 가능성을 좌우하는 핵심 변수로 작용하며, 투자자 보호와 산업 활성화 간의 균형적 접근이 필요함을 보여주고 있다. 문화 IP 금융의 제도적 정비와 산업적 내실화를 통한 지속 가능한 문화금융 생태계 구축 방안 및 국내 IP 금융화 활성화를 위한 정책 대안을 제시한다.
