This study designs a Global Experience Campus (GEC) model to support regional universities-challenged by declining school-age populations and regional extinction risks-in developing sustainable innovation strategies. The model integrates K-Food and local tourism resources into educational content, incorporates AI-based learning support, adopts a micro-credential system, and establishes a co-governance framework involving universities, local governments, and industry. This approach moves beyond prior policy-centered or single-function studies by proposing an integrated model that combines regional resources, digital technologies, and learner-stay support. Delphi results demonstrated strong feasibility regarding field-based content, industry linkages, and global learner support. AI-driven multilingual assistance and the Edu-Stay system were identified as key drivers of internationalization capacity in non-metropolitan universities. This study offers practical guidance for transforming regional universities into learning ecosystems that connect education, industry, and tourism, and highlights the need for further empirical testing of the model's scalability and impact.

본 연구는 학령인구 감소와 지역 소멸 위기 속에서 경쟁력이 약화된 지역대학의 지속 가능한 혁신전략으로, 지역문화 기반 글로벌 체험 캠퍼스(GEC) 모델을 문화기술 융합 관점에서 설계하였다. 본 모델은 K-푸드와 로컬투어 자원을 교육콘텐츠로 전환하고, AI 기반 학습지원, 마이크로크레덴셜 인증체계, 대학-지자체-산업체가 공동 운영하는 협치 거버넌스를 통합한 것이 핵심이다. 이는 기존 연구의 정책 중심·단일 기능 접근을 넘어 지역자원·디지털 기술·체류 지원을 결합한 통합형 혁신모델이라는 점에서 차별성을 갖는다. 델파이 검증 결과, 제안된 GEC 모델은 교육 콘텐츠의 현장성, 지역산업 연계성, 글로벌 학습자 지원체계의 실효성 측면에서 높은 타당성을 보였다. 특히 AI 기반 다국어 지원과 체류형 Edu-Stay 시스템은 비수도권 대학의 국제화 역량을 강화하는 주요 요소로 확인되었다. 본 연구는 지역대학이 교육·산업·관광을 연결하는 학습 생태계로 전환하는 실천적 방향을 제시하며, 향후 지역별 적용 가능성과 실증 분석이 요구된다.
