In 2023, Korea's overall industrial accident fatality rate per 10,000 workers fell below 0.3, but the construction industry showed a relatively high rate of 1.59. The fatality rate (2.72) for specialized companies(subcontractor) was significantly higher than for general companies (1.98). The industry's complex subcontracting structure is a fundamental problem, as specialized firms-though responsible for most on-site work-are often too small to establish systematic safety and health systems. In response, the government is strengthening responsibilities through revisions to the Industrial Safety and Health Act and the Serious Accidents Punishment Act, while also promoting support policies like enhanced risk assessments. To this end, we evaluated 325 specialized construction companies using the evaluation criteria of a large general construction company, Company P, and compared and analyzed the strengths and weaknesses of each based on size, organization, and safety management system. The analysis identified risk assessment, safety personnel management, and TBM monitoring as common vulnerabilities. Furthermore, we revealed that the composition of a dedicated organization and management commitment were key factors influencing safety performance. This study highlights the limitations of directly applying the existing evaluation system focused on large construction companies to specialized construction companies. Furthermore, it proposes a development direction for customized safety management evaluation criteria that reflect the unique characteristics of specialized construction companies. This approach aims to contribute to strengthening the safety management capabilities of subcontractors and reducing construction accidents.

2023년 국내 전체 산업 사고사망 만인율은 0.3대에 진입했으나 건설업은 상대적으로 높은 1.59를 나타냈다. 특히 전문건설업체(수급업체)의 사고사망 만인율(2.72)은 종합건설업체(1.98)보다 높게 나타났다. 건설업의 복잡한 도급구조는 안전관리 체계의 근본적인 문제로 지목된다. 전문건설업체는 실제 시공을 담당하지만 대형 종합건설사에 비해 영세해 체계적인 안전보건시스템 구축이 어려운 실정이다. 이에 정부는 산업안전보건법 전면 개정 및 중대재해처벌법 제정을 통해 발주자와 건설사 최고경영자의 책임을 강화하고, 전문건설업체를 대상으로 위험성평가 강화, 스마트 안전기술 도입 등 지원 정책을 추진 중이지만 전문건설업체 스스로 안전보건경영시스템 도입과 안전 전담 조직 구성 등의 자체 노력이 필요하다. 이를 위한 노력의 하나로 우리는 대형 종합건설사 P사의 평가기준을 적용하여 325개 전문건설업체를 체계적으로 평가하였고, 규모·조직·안전관리 체계에 따른 우수 및 미흡 항목을 비교·분석하였다. 분석 결과, 위험성평가, 안전인력관리, 툴박스미팅 모니터링 등이 공통 취약요인으로 확인되었으며, 매출액 규모와 별개로 전담조직 구성과 경영진 의지가 안전성과를 좌우하는 핵심 요인이 될 수 있음을 확인하였다. 본 연구는 기존의 대형 건설사 중심 평가체계를 전문건설업체에 그대로 적용하는 데 따른 한계를 제시하고, 향후 전문건설업체 특성을 반영한 맞춤형 안전관리 평가기준의 개발 방향을 제안함으로써 협력업체 안전관리 역량 강화와 건설사고 저감에 기여하고자 한다.
