Fractal theory explains the hidden order and rules within the seemingly complex and irregular natural world, positing that the pattern of the whole is repeated within its parts regardless of the scale of magnification. As these fractal characteristics bear a striking resemblance to military organizational structures, analyzing the military through the lens of fractal theory is highly significant. Premised on the view that human society-and by extension, the military-is an integral part of nature, this study postulates that the most efficient and effective organization is one that emulates natural patterns. Based on this hypothesis, this study analyzes "Mission Command," a critical determinant of the Republic of Korea Armed Forces' structure, in comparison with fractal organization theory. Military structure is fundamentally determined by command philosophy. In "Control-oriented Command," where superiors make all decisions, staff organizations and logistics support units are concentrated at higher echelons. Conversely, in "Mission Command," where authority is delegated to subordinate commanders, these staff and logistics elements are present within the subordinate units as well, reflecting a fractal structure. The conclusion suggests that for Mission Command to be successful, all associated organizations must operate under the unified philosophy of Mission Command. Furthermore, they must exhibit the core characteristics of a fractal organization: self-similarity, self-organization and optimization, dynamism, and goal-orientation.

프랙탈 이론은 복잡하고 불규칙해 보이는 자연계에 숨겨진 질서와 규칙을 설명하는 이론이며, 어떠한 배율로 부분을 확대하더라도 전체의 모습과 같은 모양이 반복된다는 이론이다. 이와 같은 프랙탈의 모습은 일견 군대의 조직 구조와 매우 유사함에 따라 프랙탈 이론으로 군대를 분석해 보는 것은 의미가 있다. 그리고 인간사회가 자연계의 일부이므로 군 조직도 자연계의 일부이며, 가장 효율적이고 효과적인 조직은 자연을 따르는 것이라는 전제하에 군 조직도 자연을 따르는 것이 가장 효율적, 효과적일 것이라는 가정을 세웠다. 이러한 가정하에 국군의 군 구조를 결정하는 핵심요소인 임무형지휘를 프랙탈 조직이론과 비교하여 분석하였다. 지휘방식 더 본질적으로는 지휘철학에 따라 군구조가 결정되는데, 상급자가 모든 것을 결정하는 통제형지휘의 경우 참모조직과 군수지원부대가 상급부대에 집중되어 있는 반면, 임무형지휘처럼 예하지휘관에게 권한을 위임하는 경우, 권한을 위임받은 부대에도 참모조직과 군수지원부대가 있다. 결론은 임무형지휘가 성공하기 위해서는 임무형지휘와 연관된 모든 조직이 임무형지휘라는 하나의 지휘철학 하에, 프랙탈 조직의 특성인 자기유사성, 자기조직화 및 최적화, 역동성, 목표지향성을 갖춰야 한다는 것이다.
