Objectives: This study compared and analyzed the human, financial, and policy-related changes in school health education before and after the COVID-19 pandemic (2016–2024). Methods: Using secondary statistical data and major task guidelines from the Ministry of Education, the study analyzed annual trends and quantitative differences in means. Qualitative analysis was also conducted to identify shifts in school health policies. Results: Regarding human resources, although the number of health teachers increased, the average per school remained below 0.5, revealing structural limitations. Financially, budgets surged during the pandemic but returned to pre-pandemic levels by 2024, indicating a focus on short-term emergency input. In terms of policy, while preventive framework for infectious diseases and substance abuse was strengthened, the overall qualitative improvement of the school health education system remained insufficient. Conclusions: The study confirmed that the pandemic response failed to lead to a sustainable structural transition. The findings suggest the need for policy measures to establish a stable and long-term school health system.

목적: 코로나19 팬데믹 전후(2016∼2024년) 학교 보건교육 실태의 인적, 재정적, 정책적 변 화를 비교 분석하고자 하였다. 방법: 교육부 2차 통계 데이터와 주요업무 추진방향을 토대로 연도별 추이 분석 및 전후 평 균의 정량적 차이를 비교하고 정책의 질적 변화를 분석하였다. 결과: 인적 측면에서 보건교사 수는 증가했으나 학교당 보건교사 수는 여전히 0.5명 이하로 구조적 한계를 보였다. 재정적으로는 팬데믹 기간 예산이 급증했으나 2024년 이전 수준으로 회귀하며 단기 투입에 그쳤다. 정책적으로는 감염병 및 약물 오남용 예방 교육의 기반은 강화되었으나 전반적인 보건교육 체계의 질적 구조 개선은 미흡했다. 결론: 팬데믹 대응이 지속적 전환으로 이어지지 못한 한계를 확인했으며 향후 안정적이고 지속 가능한 학교보건체계 구축을 위한 정책적 제언을 제시한다.
