Purpose : This study compares user-enterprise protection systems in Export Credit Agencies (ECAs) with a focus on firms using trade credit insurance and guarantees. Research design, data, methodology : An integrated framework combining information asymmetry, principal-agent theory, new institutionalism and stakeholder theory is applied to six ECAs (UKEF, EXIM, Germany’s export credit guarantees, NEXI, EDC and ECICS) using document-based institutional analysis. Results : Advanced ECAs tend to institutionalize formal complaint procedures, independent grievance channels, proactive disclosure and structured SME support, which jointly mitigate information asymmetry and agency problems and balance stakeholder interests. Conclusions : Based on the international comparison, the study proposes phased policy implications for K-SURE, including formalization of rules and procedures, independent dispute resolution, digital channel enhancement and longer-term legal and governance improvements.

공적수출신용기관(ECA)의 이용기업보호제도를 다층적 이론 프레임워크로 분석하고 K-SURE에 대한 이론적, 실천적 시사점을 제시하고자 한다. ECA는 공적기관이면서 동시에 금융상품 제공자라는 이중적 성격을 가진다. 기존 연구는 수출 촉진 효과 등에 집중되어 있어 이용기업 보호 관점의 이론적 연구는 부족하였다. 이 연구는 정보비대칭 이론, 주인-대리인 이론, 신제도주의, 이해관계자 이론을 통합한 분석틀을 만들어 이를 토대로 영국, 미국, 독일, 일본, 캐나다, 싱가포르 등 6개국 ECA의 불만처리메커니즘, 정보공개 관행, 중소기업 지원 설계 등을 비교·분석하였다. 분석 결과 선진국 ECA는 제도화를 통해 명문화된 불만처리 절차, 독립적 구제 수단, 높은 정보공개 수준, 체계적인 중소기업 지원을 구축하고 있어 정보비대칭 완화, 대리인 문제 해결, 다중 이해관계자 요구 조정이라는 이론적 목표를 실현하고 있는 것으로 나타났다. 이 연구는 ECA 연구에 통합적 이론 프레임워크를 최초로 도입한 것으로 정책금융 이용기업보호 체계 구축에 기여할 수 있을 것으로 보인다.
