This study analyzes the impact of government R&D support on the technological innovation strategies and performance of Small and Medium-sized Enterprises (SMEs). It specifically examines how the effects of R&D support are moderated by the firm’s growth stage and how technological innovation capability mediates these relationships. The purpose of this research is to propose effective policy measures to promote technological innovation in SMEs and to enhance the efficacy of R&D support policies. To achieve these objectives, an analysis was conducted on 281 SMEs that have participated in government R&D projects. The research findings are as follows. First, “Government R&D support” was found to influence the “technological innovation capability” of SMEs. Second, “technological innovation capability” was found to influence the “technological innovation strategy” of SMEs. Third, “technological innovation capability” was found to influence the “technological innovation performance” of SMEs. Fourth, a mediating effect of “technological innovation capability” was identified in the relationship between “Government R&D support” and “technological innovation strategy.” Fifth, a mediating effect of “technological innovation capability” was also identified in the relationship between “Government R&D support” and “technological innovation performance.”Sixth, the impact of “Government R&D support” on “technological innovation capability” was found to differ according to the SME’s growth stage (startup, growth, maturity). Seventh, the impact of “technological innovation capability” on “technological innovation strategy” also differed by growth stage. Eighth, the impact of “technological innovation capability” on “technological innovation performance” also varied across the different growth stages. This study makes a significant academic and practical contribution by proposing a sophisticated model that integrates four key variables: government R&D support, a firm’s internal capabilities, heterogeneity across growth stages, and technological innovation strategy and performance. In doing so, it moves beyond previous, more fragmented research.

본 연구는 정부의 R&D 지원이 중소기업의 기술혁신 전략과 성과에 미치는 영향을 분석하며, 특히 성장 단계별로 R&D 지원의 효과가 어떻게 조절되는지, 그리고 기술혁신 역량이 이러한 관계에서 어떻게 매개하는지를 중점적으로 살펴보았으며, 이를 통해 중소기업의 기술혁신을 촉진하는 효과적인 정책적 방안을 제시하고, R&D 지원 정책의 실효성을 높이는 데 연구 목적이 있다. 이러한 연구 목적을 달성하기 위해, 정부 R&D사업에 참여한 중소기업 281社를 대상으로 분석하였다. 연구 결과는 다음과 같다. 첫째, ”정부 R&D지원”은 중소기업의 “기술혁신 역량”에 영향을 미치는 것으로 나타났다. 둘째, “기 술혁신 역량”은 중소기업의 “기술혁신 전략”에 영향을 미치는 것으로 나타났다. 셋째, “기술혁신 역량”은 중소기업의 “기술 혁신 성과”에 영향을 미치는 것으로 나타났다. 넷째, 중소기업의 “기술혁신 역량”은 ”정부 R&D지원“ 과 ”기술혁신 전략“의 관계에서 매개효과가 발생하였다. 다섯째, 중소기업의 “기술혁신 역량”은 ”정부 R&D지원“ 과 ”기술혁신 성과“의 관계에서 매개효과가 발생하였다. 여섯째, 중소기업 성장단계(창업단계, 성장단계, 성숙단계)에 따라, ”정부 R&D지원“이 ”기술혁신 역량“에 미치는 영향은 차이가 있는 것으로 나타났다. 일곱번째, 중소기업 성장단계(창업단계, 성장단계, 성숙단계)에 따라, ” 기술혁신 역량“이 ”기술혁신 전략“에 미치는 영향은 차이가 있는 것으로 나타났다. 여덟 번째, 중소기업 성장단계(창업단 계, 성장단계, 성숙단계)에 따라, ”기술혁신 역량“이 ”기술혁신 성과“에 미치는 영향은 차이가 있는 것으로 나타났다. 본 연구는 정부 R&D지원, 기업 내부 역량, 성장단계별 이질성, 그리고 기술혁신 전략과 성과라는 네 가지 핵심 변수를 통합하는 정교한 모델을 제시함으로써, 기존의 단편적 연구들을 넘어서 중요한 학문적·실천적 기여를 하였다.
