This study examined the potential of market-oriented senior employment policies for revitalizing community-based industries in a super-aged society facing regional decline. Using survey data on senior employment in Gyeongsangbuk-do, this study reviewed community participation experiences, perceptions of market-oriented senior employment, public-private cooperation, and digital education needs. The findings showed that community participation experiences and awareness of local service needs were closely associated with participation intentions in market-oriented senior employment. The results also indicated growing demand for digital education and community-based local services among older adults. This study suggests that senior employment policies should move beyond temporary welfare support and be expanded as community-based social infrastructure linked to local services and community business models.

초고령사회와 지역소멸 위기 속에서 본 연구는 공동체 기반 산업 활성화를 위한 시장형 노인일자리 정책의 가능성을 검토하는 데 목적이 있다. 이를 위해 경상북도 노인일자리 실태조사 자료를 바탕으로 지역공동체 참여 경험, 시장형 노인일자리 인식, 민관협력 필요성 및 디지털 교육훈련 요구 등을 중심으로 분석을 진행하였다. 조사 결과 지역사회 참여 경험과 공동체 활동 인식은 시장형 노인일자리 참여 의향과 밀접하게 연결되는 것으로 나타났으며, 디지털 교육과 지역서비스 연계에 대한 요구 또한 높게 확인되었다. 이에 본 연구는 노인일자리 정책을 단순 생계지원 차원을 넘어 공동체 기반 산업과 지역 지속가능성을 위한 정책 기반으로 확장할 필요가 있음을 제시하였다.
