This study examines the impact of the COVID-19 pandemic, as an exogenous shock, on the investment behavior of Korean listed non-financial firms and empirically investigates how firms’ financial flexibility (cash holdings) and global exposure (export ratio) shape investment adjustments under such uncertainty. Using panel data for non-financial firms listed on KOSPI and KOSDAQ from 2018 to 2024, we distinguish between the pre-pandemic (2018– 2019) and post-pandemic (2020–2024) periods and conduct Welch t-tests and panel fixed-effects regressions. The results show that, while changes in the average investment ratio for the full sample after the pandemic are limited, a statistically significant decline in investment is observed among KOSDAQ firms, indicating heterogeneous effects of the pandemic across market types. The regression analysis reveals that the interaction between the post-pandemic dummy and cash holdings is significantly negative, suggesting that cash holdings are more likely to be associated with precautionary liquidity accumulation and investment deferral rather than serving as a buffer to sustain investment during periods of heightened uncertainty. Moreover, the triple interaction term involving the post-pandemic dummy, cash holdings, and export ratio is also significantly negative, implying that firms with both high liquidity and high export exposure selectively reduced non-core investments and reallocated capital during the pandemic period. Overall, this study provides empirical evidence that corporate investment decisions during the pandemic are not driven by a single factor but are differentially adjusted according to the combined effects of financial flexibility and global exposure. These findings offer important implications for reinterpreting the role of cash holdings in crisis periods and for designing investment-stabilization policies targeting small and export-oriented firms.
