This study analyzed the current status of the child ombudsperson system and suggested a development plan for the establishment of the system to develop the Korean model of the child ombudsperson system. As a research method, a Focus Group Interview (FGI) was conducted with those in charge of acting as child ombudspersons or performing child ombudsperson work in local governments. A general qualitative research method was applied to the analysis of the collected data. Major research findings indicate that: (1) The purpose and function of the child ombudsperson system should be clarified, and specific authority should be specified accordingly. (2) The definition of the independence of the child ombudsperson system must be reconceptualized. (3) The child ombudsperson position should be filled by a permanent, dedicated official responsible for operations, rather than a commissioned appointee. (4) A system of cooperation with other policies or organizations should be established so that the child ombudsperson system can address and supplement the deficiencies in child policy.

본 연구는 아동옴부즈퍼슨 제도의 한국형 모델 개발 연구를 위해 아동옴부즈퍼슨 제도의 현황을 분석하고, 제도 수립을 위한 발전방안을 제시하였다. 연구방법으로 지방자치단체에서 아동 옴부즈퍼슨으로 활동하거나 아동옴부즈퍼슨 업무를 수행하는 담당자를 대상으로 집단면접(FGI)을 진행하였다. 수집된 자료의 분석방법은 일반적 질적연구 방법을 적용하였다. 주요 연구결과, 첫째, 아동옴부즈퍼슨 제도의 목적과 기능을 명확히 하고, 이에 따른 구체적인 권한을 명시해야 한다. 둘째, 아동옴부즈퍼슨 제도의 독립성에 대한 정의를 재구조화해야 한다. 셋째, 아동옴부즈퍼슨이 위촉직이 아닌 상임직의 운영 책임자를 선임해야 한다. 넷째, 아동옴부즈퍼슨 제도가 아동정책의 문제점을 보완할 수 있는 시스템을 구축할 수 있도록 타 정책 또는 타 기관과의 협력체계를 갖추어야 한다.
