As the university financial support system transitions to the Regional Innovation System & Education (RISE) framework, the importance of universities' contributions to regional innovation and development is significantly increasing. The purpose of this study is to design the 'Regional Innovation Impact Index (RIII)' to measure the impact of university regional contributions under the RISE system. While various indices exist to measure regional innovation, such as Regional Innovation System 2.0, they focus on comprehensively measuring a region's overall innovation capacity, which poses limitations in specifically assessing university performance in regional contribution within the RISE framework. Based on the ecosystem model, this study designed a regional innovation ecosystem research model and developed the Regional Innovation Impact Index by referencing performance indicators from major financial support projects and prior research, guided by five key principles. The Regional Innovation Impact Index designed in this study consists of a total of 35 indicators: 16 in the University Development sector, 14 in the Regional Development sector, and 5 in the Government and Local Authority Cooperation sector. Data for most of the derived indicators can be easily collected through nationally approved statistics—such as University Information Disclosures, Statistics Korea, R&D Activity Surveys, Startup Status Surveys, and Higher Education Statistics—ensuring data reliability. Furthermore, the index offers the advantage of being composed primarily of outcome- and effect-oriented indicators based on a logic model, while also incorporating the common performance indicators of the RISE project. Universities can use the Regional Innovation Impact Index to verify how various activities—including education, research, industry-academic cooperation, entrepreneurship, and lifelong education—are linked to regional development. Meanwhile, the government can utilize this index as foundational data for policy budget allocation.

대학재정지원사업의 체계가 RISE 체계로 전환됨에 따라 대학의 지역혁신 및 발전에 대한 기여에 대한 중요성이 매우 높아지고 있다. 본 연구의 목적은 RISE 체계 하에서 대학의 지역 기여 영향력을 측정하기 위한 ‘지역혁신 영향력지수(Regional Innovation Impact Index, RIII)’를 설계하는 것이다. 기존의 지역혁신체계 2.0 등 다양한 지표들은 지역의 전반적인 혁신역량을 종합적으로 측정하는데 초점을 두고 있어, RISE 체계하에서의 대학의 지역기여 성과를 측정하기에는 한계가 존재하였다. 본 연구는 생태계 모형에 근거하여 지역혁신생태계 연구모형을 설계하고, 5대 원칙을 기반으로 주요 재정지원사업의 성과지표 및 선행연구를 반영하여 지역혁신 영향력지수를 도출하였다. 본 연구에서 설계한 지역혁신 영향력지수는 대학발전 영역 16개, 지역발전 영역 14개, 정부, 지자체 협력 영역 5개 총 35개 지표를 설정하였다. 도출된 지표는 대부분 대학정보공시, 통계청, 연구개발활동조사, 창업기업실태조사, 고등교육 통계 등 국가승인통계를 통해 데이터를 손쉽게 수집할 수 있으며, 데이터의 신뢰성도 확보할 수 있다. 또한 대부분의 데이터가 논리모형의 결과와 효과 중심의 지표로 구성되어 있고, RISE사업의 공통성과지표를 포함하고 있는 장점이 있다. 대학에서는 지역혁신 영향력지수를 통해 교육･연구･산학협력･창업･평생교육 등 다양한 활동이 지역발전과 어떻게 연결되는지 확인할 수 있으며, 정부에서는 이를 통해 정책예산 배분의 기초자료로 활용할 수 있다.
