This study applies a growth accounting framework to Daegu Metropolitan City and Gyeongbuk Province to decompose the sources of regional economic growth and to reinterpret the economic implications of administrative integration. Unlike previous studies that focus on administrative efficiency or scale expansion, this study analyzes changes in the growth mechanism by decomposing output into labor, capital, human capital, and total factor productivity (TFP). The empirical results show that capital accumulation consistently contributes positively to growth across all models, whereas the contribution of labor is limited or even negative in some specifications. In addition, human capital is found to be a significant determinant in the extended model, highlighting the importance of education and workforce quality in regional growth. These findings suggest that the regional economy is transitioning from a labor-driven growth pattern to a productivity-based growth structure. Notably, the integrated regional model emphasizes the role of productivity, implying that the economic effects of administrative integration are more closely related to improvements in resource allocation efficiency than to mere scale expansion. This study contributes to the literature by reframing the debate on administrative integration from a focus on growth rates to one on structural transformation in regional growth, and by emphasizing the role of productivity and human capital in regional development strategies.

본 연구는 대구광역시와 경상북도를 대상으로 성장회계모형을 적용하여 지역경제 성장의 결정요인을 분석하고, 행정통합의 의미를 계량적인 관점에서 재해석하는 데 목적을 둔다. 기존 연구가 행정 효율성이나 경제 규모 확대에 초점을 두어 온 것과 달리, 지역경제 성장요인을 노동, 자본, 인적자본 및 총요소생산성으로 분해하여 성장 메커니즘의 변화를 분석하였다. 실증분석 결과, 자본 축적은 모든 모형에서 안정적인 성장요인으로 나타난 반면, 노동 투입의 기여는 유의하지 않거나 일부 모형에서 음(-)의 계수를 나타냈다. 또한 확장 모형에서 도입한 인적자본 변수는 통계적으로 유의한 양(+)의 결과가 도출되어 지역경제 성장에 대한 교육 및 인적자본 축적의 중요성을 확인하였다. 이러한 결과는 대구‧경북 지역경제가 노동 투입 확대 중심 성장에서 생산성 중심 성장구조로 전환되고 있음을 시사한다. 특히 통합경제 모형에서 생산성 경로의 상대적 중요성이 강조된 점은 행정통합의 경제적 효과가 단순한 규모 확대보다 생산요소의 재배치를 통한 효율성 개선과 관련될 가능성을 나타낸다. 본 연구는 행정통합 논의를 성장률 변화가 아닌 성장 구조 변화의 관점에서 재정의하고, 생산성 및 인적자본 중심의 지역발전 전략 필요성을 제시한다.
