Exploiting the staggered adoption of medical marijuana legalization (MML) across U.S. states, we examine its impact on firm operational efficiency defined as a firm’s ability to transform corporate resources to revenues. Using firm-level data from 1994 to 2022, we find that MML significantly reduces efficiency, particularly among firms with greater operating complexity. While prior studies highlight potential benefits of MML, our findings suggest that broader disadvantages such as regulatory uncertainty, diminished labor quality, and increased managerial burdens outweigh these gains at the firm level. This study contributes to the literature by documenting the firm-level economic costs associated with marijuana policy changes.

미국 각 주에서 단계적으로 이루어진 의료용 마리화나 합법화를 활용하여, 본 연구는 기업의 운영 효율성 즉 기업이 보유한 자원을 매출로 전환하는 능력 에 미치는 영향을 분석한다. 1994년부터 2022년까지의 기업 수준 데이터를 사용한 분석 결과, 의료용 마리화나 합법화는 기업의 운영 효율성을 유의하게 감소시키는 것으로 나타났으며, 특히 운영 복잡성이 높은 기업에서 이러한 효과가 더욱 크게 나타난다. 기존 연구들은 의료용 마리화나 합법화가 가져올 수 있는 잠재적 이점을 강조해 왔으나, 본 연구의 결과는 규제 불확실성, 노동력의 질 저하, 증가한 관리 부담과 같은 보다 광범위한 부정적 요인이 이러한 이점을 상회할 수 있음을 시사한다. 본 연구는 마리화나 정책 변화와 관련된 기업 수준의 경제적 비용을 실증적으로 제시함으로써 관련 문헌에 기여한다.
