The purpose of this study began with the question of how the Gyeongbuk Saemaul Movement originated and how it has achieved sustainable development to this day. Gyeongbuk's spirit encompasses the Hwarang spirit, the Seonbi spirit, and the spirit of patriotism. These spirits have been passed down to the present day through mature civic consciousness and community spirit, leadership and service, public responsibility, integrity, peace, and respect for human rights, and have been inherited and developed into the Saemaul Movement. The Saemaul Movement, based on the ideologies of diligence, self-help, and cooperation, aims to overcome poverty in Korea by fostering community development, establishing sound values, fulfilling one's duties as a sound democratic citizen, and pursuing community participation and effort. Gyeongbuk's Saemaul Movement, which began in the 1970s and continues to this day, has contributed to the modernization and economic development of the country domestically and has served as a model for the Saemaul Movement in Asian and African countries internationally. Despite these efforts, the Saemaul Movement lacks the innovative drive for sustainable growth and faces a critical juncture where it must overcome global challenges. To inherit and develop the Gyeongbuk Saemaul spirit, the following efforts are necessary. First, the Saemaul Movement must foster a sense of local community. Second, the Saemaul Movement must actively foster learning. Third, the Saemaul Movement must shift to a more horizontal mindset. Finally, the Saemaul Movement must move toward responding to the international community and maximizing its value.

본 연구의 목적은 경북 새마을정신이 어떻게 태동해서 지금까지 지속 가능한 발전이 이루어져 왔는가에 대한 의문에서 시작했다. 경북의 정신에는 화랑정신과 선비정신, 그리고 호국정신이 있으며, 이러한 정신은 오늘날 성숙한 시민의식과 공동체 정신, 리더십과 봉사 정신, 공적 책임, 청렴, 평화와 인권 존중으로 이어져 왔으며 현재는 새마을정신으로 계승 발전하였다. 새마을정신은 우리나라가 가난을 극복하기 위해서는 근면·자조·협동이라는 이념을 기반으로 지역사회개발은 물론 올바른 가치관을 확립하여 건전한 민주시민으로서 임무를 수행하고 공동체적 참여와 노력을 추구하는 사회통합의 정신이다. 경북의 새마을정신은 1970년대부터 시작된 경북의 새마을운동은 2020년대에 이르기까지 국내적으로는 조국 근대화와 경제발전에 이바지하였고, 국제적으로는 아시아·아프리카국에 새마을운동의 원형을 제공하였다. 이러한 노력에도 불구하고 새마을운동은 지속 가능한 성장을 위한 혁신 노력이 부족하고, 지구촌 도전과제를 극복해야 하는 중차대한 시점에 직면해 있다.
향후 경북 새마을정신을 계승·발전하기 위해서는 다음과 같은 노력이 필요하다. 첫째, 새마을운동이 지역공동체 의식을 발현해야 한다. 둘째, 새마을운동의 학습화를 적극화해야 한다. 셋째, 새마을운동이 수평적 사고로 전환되어야 한다. 마지막으로, 새마을운동은 국제사회에 부응하고 그 가치를 극대화하는 방향으로 나아가야 한다.
