This study was conducted to analyze the needs of adult learners in District A regarding lifelong learning programs, with the aim of identifying priority areas for program selection and focus, as well as exploring strategies for their development. To achieve this objective, a survey was administered to adult learners residing in District A, and focus group interviews were conducted with lifelong education stakeholders in the district. For the needs analysis, Borich’s needs assessment formula and the Locus for Focus model were employed to determine the priority ranking of identified needs. Programs that were consistently identified as high priority across both methods were designated as top-priority programs. The findings revealed that the highest-priority programs among adult learners in District A were those related to emerging technology education—namely artificial intelligence, big data, and robotics—as well as career transition support programs targeting individuals with career interruptions, middle-aged adults undergoing life transitions, and retirees. These programs include career exploration, career planning and preparation, and career management education. The findings of this study are expected to provide practical guidance for District A in developing lifelong learning programs that are grounded in and responsive to the needs of its residents.

본 연구는 A 자치구 성인학습자의 평생학습 프로그램에 대한 요구분석을 실시하여, 우선적으로 선택 및 집중해야 할 평생학습 프로그램 영역과 발전방안을 모색하기 위해 실시되었다. 이러한 목적을 달성하기 위하여 A 자치구 성인학습자를 대상으로 설문조사를 실시하였으며, 해당 자치구 평생교육 관계자를 대상으로 FGI를 실시하였다. 요구분석은 Borich의 요구도 계산방법과 The Locus for Focus Model을 활용하여 요구도 우선순위 검증을 실시하였고 두 방법을 통해 중복적으로 강조된 프로그램들은 최우선 순위로 도출하였다. 연구 결과, A 자치구 성인학습자의 평생학습 프로그램 요구가 높은 최우선순위 프로그램은 인공지능, 빅데이터, 로봇기술 교육 등의 프로그램, 그리고 경력단절자, 신중년, 은퇴자 등을 대상으로 하는 진로 탐색, 진로디자인과 준비, 진로관리 교육 등의 진로전환 지원 프로그램으로 확인되었다. 본 연구 결과는 A 자치구가 구민의 요구에 기반한 평생교육 프로그램을 개발하는 데 있어 실질적인 도움을 줄 수 있을 것으로 기대된다.
