This study examines the internationalization pathways of local national universities in Korea from the perspective of international student education, focusing on the case of a dedicated school established at National University C. While existing discussions on higher education internationalization have largely emphasized quantitative indicators such as student enrollment and international exchange programs, this study reframes internationalization as an educational process embedded in students’ learning experiences. Local universities face structural constraints in resources and regional conditions, which limit the effectiveness of scale-oriented internationalization strategies. In response, National University C introduced a dedicated academic unit for international students that reorganizes curricula, teaching methods, and support systems based on learners’ academic and linguistic needs. Using a quasi-empirical case study approach, this research analyzes data from a one-year pilot operation, including course records, learning outcomes, counseling logs, and student reflective texts. The findings suggest that the dedicated school model facilitated academic adaptation by lowering barriers to classroom participation, enhanced students’ emotional stability and sense of belonging through clearer institutional expectations, and encouraged students to reinterpret the local community as a potential future living environment rather than a temporary place of residence. This study argues that international student education should be understood as a central element of internationalization in local universities and that institutional reconfiguration centered on educational practice can provide a sustainable and context-sensitive alternative to quantitative expansion.

본 연구는 외국인 유학생 교육의 관점에서 한국 지방 국립대학의 국제화 실천 방식을 재검토하고, 국립 C대학교에서 추진 중인 외국인 유학생 전용학부(专属学部) 운영 사례를 중심으로 지방대학 국제화의 새로운 경로 가능성을 분석하였다. 기존의 고등교육 국제화 논의가 주로 유학생 규모 확대나 국제 교류 지표에 초점을 맞추어 온 것과 달리, 본 연구는 국제화가 실제 교육 과정과 학습 경험 속에서 어떻게 구현되는가에 주목한다. 특히 지방대학은 수도권 대학과 비교할 때 자원, 인프라, 국제 네트워크 측면에서 구조적 제약을 안고 있으며, 동일한 국제화 정책을 적용할 경우 교육적 효과가 제한되거나 오히려 부담이 가중될 수 있다. 이러한 문제의식 속에서 본 연구는 외국인 유학생 전용학부를 국제화의 ‘결과’가 아닌 ‘과정 중심의 제도 장치’로 파악한다. 국립 C대학교의 사례는 언어 능력을 기준으로 한 이중 트랙 체계, 학업 적응을 고려한 교과 설계, 사회통합프로그램과 연계된 정주 지원 구조를 통해 유학생의 학습 진입 장벽을 완화하고자 한 점에서 특징적이다. 본 연구는 1년간의 전용학부 시범 운영 과정을 대상으로 수업 운영 기록, 학습 성과물, 상담 자료, 학습자 반성 텍스트 등을 종합 분석하는 준-실증적 방법을 활용하였다. 분석 결과, 전용학부 운영은 학문적 적응 측면에서 유학생의 학습 참여 방식과 표현 구조에 긍정적인 변화를 가져왔으며, 정서적 안정과 소속감 형성에도 의미 있는 영향을 미친 것으로 나타났다. 또한 지역 기반 학습 활동을 통해 유학생이 지역 사회를 단순한 체류 공간이 아닌 향후 선택 가능한 삶의 환경으로 인식하게 되는 변화도 확인되었다. 본 연구는 외국인 유학생 교육이 지방대학 국제화의 부수적 과제가 아니라 핵심 요소임을 강조하며, 교육 제도 재구성을 통해 지방대학이 자율적이고 지속 가능한 국제화 경로를 모색할 수 있음을 시사한다.
