기업은 왜 “여성활약”이 필요한가? - 일본 유통대기업 A사의 여성관리직 확대 사례 연구
Why Do Corporations Need "Women’s Career Advancement"? : A Case Study on the Expansion of Female Management at Major Japanese Retailer A
This study examines why corporations need "women’s career advancement" and what human resource management strategies are employed to create an environment where women can thrive, through a case study of Company A, a major retail conglomerate with the highest ratio of female managers in the Japanese retail industry. The findings are as follows: First, as the primary consumers in the retail industry are women, a certain level of female employees and managers is fundamentally required to understand consumer needs. Furthermore, in the face of worsening labor shortages due to low birthrates, shrinking gender gaps in career life cycles (due to increased rates of non-marriage, late marriage, and childlessness, as well as higher education among women), and a social atmosphere bolstered by government policies, corporations increasingly require high-quality female labor to survive market competition. To promote the retention and advancement of female employees, Company A reformed its personnel system in 2017. The new system abolished promotion ceilings for R-type (regional) and L-type (local) employees, whose relocation scope is limited, allowing them to ascend to executive levels. Additionally, the company significantly expanded work-family balance programs—including a "Pair Transfer System" allowing couples to move to the same region, fertility treatment leave, and childcare allowances—to prevent women from leaving the workforce during the family-formation stage. Consequently, as of 2020, over 30% of full-time female employees at Company A are utilizing these work-family balance programs. As of 2025, the ratio of female managers (managerial level and above) at Company A stands at 30.4%, and the company aims to increase this to 50%. Despite these efforts by both corporations and society, the broader Japanese society has yet to reach the 30% target, and Company A has not yet reached its 50% goal. The study concludes that unless the nature of "greedy jobs"—characterized by long working hours and the constant need to be "on-call" for the company—is improved and the domestic labor contribution of men increases, it will be difficult for both Company A and Japanese society to achieve these targets.

기업의 입장에서 여성관리직이 정말로 필요한가, 그렇다면 그 이유는 무엇인가, 여성이 활약할 수 있는 조직으로 만들기 위해 기업은 어떤 노무관리전략을 구사하는가? 이 연구는 이에 대한 답을 찾기 위해 일본 유통소매업계에서 여성관리직 비율이 가장 높은 기업인 대형마트 A사의 사례를 분석했다. 연구결과는 다음과 같다. 주고객이 여성인 마트기업은 시장경쟁에서 살아남기 위해 고객의 요구 파악이 필수적이고 이를 위해 여성 종업원, 여성 관리직이 필요하다. 여기에 더해 저출산으로 날로 심각해지는 노동력부족과 구인난, 생애경력설정에서 성별 차이의 감소(비혼, 만혼, 비산, 만산의 증가로 가족 돌봄 부담이 없는 여성의 증가, 여성의 고학력화와 노동시장애착증가 등), 여성활약을 강조하는 정부정책과 사회적 분위기 속에서 기업에게는 우수한 여성노동력이 절실히 필요하다. 여성 정규직의 기업정착과 활약을 위해 2017년에 인사제도를 변경한 A사는, 전근범위가 제한되는 종업원인 R사원과 L사원의 승진상한을 철폐해 경영층까지 상승할 수 있게 했다. 또 90년대 후반부터 있던 육아단축근무에 더해 부부가 같은 지역으로 전근할 수 있는 페어전근제도, 불임치료를 위한 휴직제도, 육아수당 등을 신설해 여성 종업원이 가족형성기에 직장을 그만두지 않도록 일-가족 양립제도를 대폭 확충했고, A사 여성정규직의 30% 이상이 일-가족양립제도를 사용하고 있다. 그러나 2025년 A사의 여성관리직(과장급 이상) 비율은 30.4%로 50%인 자사의 목표는 달성하지 못하고 있다. 전체 일본사회도 2024년 현재 관리직 중 여성비율은 14.0% (100이상 기업)로 30%라는 목표에는 크게 미달하고 있다. 남성생계부양자형 젠더관계가 지배적인 일본에서는 여성이 가사와 육아를 전담하는 경향이 강하다. 때문에 여성이 장시간 노동과 늘 기업의 요구에 대기상태(on-call)에 있어야 하는 탐욕스러운 일자리인 관리직 노동을 선택하기 어렵다. 그러나 인구감소 사회에서 여성활약은 성평등을 위한 윤리적 선택이 아니라 사회와 기업이 살아남기 위한 필수생존전략이다. 이 전략이 원만히 실현되기 위해서는, 남성의 돌봄분담 및 사회 전반의 성평등이 진전되고 노동규범 자체가 가족생활과 양립할 수 있도록 재설계되어야 할 것이다. 일본의 경험은 저출산고령화가 일본보다 더 빠른 속도로 진행되고 있는 한국사회에도 시사하는 바가 크다.
