[Purpose] This study examined the strategic IT alignment between the Digital Platform Government (DPG) and the Korea Employment Information Services’ public employment services (PES). Focusing on the core IT technologies of DPG, that is, foundation AI, data lake, zero trust, and cloud native, authors explored how alignment between governmental digital strategies and institutional IT planning can be effectively achieved. The findings provide an empirical foundation for assessing the capacity of public institutions to establish and implement IT strategies in line with the government’s digital strategy and offer policy insights for enhancing future alignment efforts. [Methodology]This study employed a qualitative methodology centered on expert panel discussions. A total of four sessions were conducted between July 30 and October 11, 2024, involving 19 participants—11 from the IT domain and 8 with expertise in public employment services (PES). Each session focused on a distinct topic, beginning with a thematic presentation followed by structured dialogue. All proceedings were recorded and analyzed to derive strategic alignment plans between the Digital Platform Government (DPG) and PES, with emphasis on the application of core IT technologies for digital innovation. [Findings]This study proposed a strategic IT alignment framework for the implementation of the Digital Platform Government (DPG) within the public sector. Centered on key technologies such as foundation artificial intelligence, data lake architecture, zero trust security, and cloud-native infrastructure, it delineated technical and operational strategies across the three-tiered structure of DPG, DPG Hub, and PES. Drawing on insights from expert discussions, the research further articulated a digital innovation strategy for PES, emphasizing the role of public institutions in executing national IT policy and optimizing the application of emerging technologies. [Implications]This study contributes to bridging the gap between policy formulation and practical implementation by introducing a three-tier extended BITA (Business-IT Alignment) model tailored to the public sector, expanding upon the conventional two-tier SAM framework. The proposed model incorporates the strategic alignment among DPG, DPG Hub, and PES, with a focus on integrating core digital technologies. Expert insights gathered through structured discussions validated the methodological approach for public institutions to formulate responsive IT strategies in line with evolving government policies. Furthermore, the study highlights the potential for developing ecosystem-based frameworks and guidelines that support collaborative governance and technological integration. The findings offer foundational data for future assessments and implementations of IT strategies within public institutions, reinforcing the alignment between national digital agendas and institutional execution.

[연구목적]본 연구는 정부 정보기술(IT) 전략인 디지털플랫폼정부(DPG)와 고용노동부 산하 공공기관인 한국고용정보원의 공공고용서비스(PES)를 위한 IT 전략 간의 정렬 방안의 사례를 살펴보았다. DPG의 핵심 IT 기술, 즉 초거대 인공지능, 데이터 레이크, 제로 트러스트, 클라우드 네이티브 등을 중심으로 DPG와 PES 간의 전략적 연계 방안의 도출 과정을 심층적으로 검토하였다. 이를 통해 공공기관이 정부의 디지털 전략에 부합하는 IT 전략을 수립하고 실행할 수 있는지에 대한 실증적 근거를 제시하고, 향후 전략적 정렬을 강화하기 위한 정책적 시사점을 도출하였다. [연구방법]본 연구는 IT 전문가 11명과 PES 전문가 8명으로 구성된 전문가 패널의 중심으로 운영한 좌담회를 통해 자료를 수집하는 방법론을 활용하였다. 2024년 7월 30일에서 10월 11일에 걸쳐 4개의 주제를 선정하여 4차례 좌담회를 개최하였다. 회의마다 주제별로 발제 후 패널의 토론을 통해 의견을 수렴하였다. 발제 내용과 토론 내용은 모두 녹취하였고, 이를 토대로 핵심 IT 기술을 중심으로 DPG와 PES 간의 정렬 방안과 디지털 PES 혁신 방안을 모색하였다. [연구결과]본 연구는 디지털플랫폼정부(DPG) 구현을 위한 공공영역의 전략적 IT 정렬 방안을 제시하였다. 초거대 AI, 데이터 레이크, 제로 트러스트, 클라우드 네이티브 등 핵심기술을 중심으로, DPG, DPG 허브, PES 간의 연계 구조를 통해 각 계층에서 수행해야 할 기술적·운영적 전략을 제시하였다. 특히 좌담회를 통해 도출된 실무적 의견을 바탕으로, 국가 IT 전략을 실행하는 공공기관의 역할과 기술 활용 방안을 구체화함으로써, DPG 구현을 통한 디지털 PES 혁신 전략(안)을 제안하였다. [연구의 시사점]본 연구는 기존의 2단계 전략적 정렬 모델(SAM)을 넘어 공공기관에 적용가능한 3단계 확장 BITA 모델을 제안함으로써 정책 수립과 실행 간의 간극을 해소하고 현장 적용성을 높였다. 또한 초거대 AI, 데이터 레이크, 제로 트러스트, 클라우드 네이티브 등 핵심기술을 중심으로 DPG, DPG 허브, PES 간의 전략적 IT 정렬 방안을 구체화하였다. 좌담회를 통해 전문가 의견을 수렴하고, 정책 변화에 대응하는 공공기관의 전략 수립 방법론을 검증하였으며, 생태계 관점에서의 접근과 가이드라인 개발 가능성을 제시하였다. 또한 본 연구 결과는 향후 공공기관의 IT 전략 평가 및 실행에 기초 자료로 활용될 수 있다.
