(Purpose) This study examines the impact of the increase in foreign residents on housing rental prices at the municipal (si-gun-gu) level in South Korea, with a focus on identifying heterogeneous effects across housing types (apartments, row/multi-family houses, detached houses) and price levels (bottom 75% vs. top 25%). (Research methods) Using a panel dataset of 227 municipalities from 2014 to 2023, we employ a two-stage least squares fixed effects model (2SLS-FE) with a shift-share instrumental variable based on the historical distribution of foreign residents by nationality. The dependent variable is the log-differenced median price for each housing type (at time t), analyzed separately for jeonse (lump-sum deposit rent) and converted monthly rent. The key explanatory variable, the change in foreign residents as a share of total population, is lagged by one period (t-1), and differenced control variables are lagged by two periods (t-2). (Findings) First, an increase in foreign residents has a significant negative effect on apartment jeonse prices but a positive effect on row/multi-family house jeonse prices, revealing contrasting effects across housing types. For detached houses, significant negative effects are observed for both jeonse and monthly rent. Second, jeonse prices respond more consistently than converted monthly rent, which can be attributed to the asset-like nature and supply inelasticity of the jeonse market. Third, subsample analysis by price level shows that the effects are stronger and more significant in the bottom 75% market, while the top 25% market exhibits largely insignificant effects, confirming that the impact of foreign residents is concentrated in the lower-priced housing segment. These heterogeneous effects across housing types are explained by the direct demand effect of foreign residents and the compositional amenities effect arising from changes in the population composition of local neighborhoods. (Conclusion and recommendations) This study provides empirical evidence that the effects of the increase in foreign residents on housing rental prices are heterogeneous across housing types and price levels, suggesting that related housing policies should account for differential impacts on specific submarkets. In particular, the rise in row/multi-family house jeonse prices may increase the housing cost burden on low-income native households, calling for supply expansion and jeonse price monitoring in areas with high foreign resident inflows, as well as residential environment management to mitigate native out-migration and socio-spatial segregation.

(연구목적) 본 연구는 외국인 주민의 증가가 시군구 수준의 주택 임대가격에 미치는 영향을 분석하되, 주택유형별(아파트, 연립다세대, 단독다가구) 및 가격수준별(하위 75%, 상위 25%) 이질적 효과를 식별하는 것을 목적으로 한다. (연구방법) 2014~2023년 전국 227개 시군구의 패널 데이터를 구축하고, 과거 국적별 분포에 기반한 변이-할당(shift-share) 도구변수를 활용하여 2단계 최소제곱법 고정효과 모형(2SLS-FE)을 추정하였다. 종속변수는 주택유형별 중위가격의 로그차분 값(t기)이며 전・월세를 구분하였고, 핵심 설명변수인 외국인 주민 변화 비율에는 1기 시차(t-1), 차분된 통제변수에는 2기 시차(t-2)를 적용하여 분석하였다. (연구결과) 첫째, 외국인 주민의 증가는 아파트 전세가격에 유의한 음(−)의 효과를, 연립다세대 전세가격에는 양(+)의 효과를 미치는 것으로 나타나 주택유형별로 상반된 효과가 확인되었다. 단독다가구에서는 전・월세 모두에서 유의한 음(−)의 효과가 나타났다. 둘째, 전세가격이 월세가격보다 일관되게 유의한 반응을 보였는데, 이는 전세시장의 자산가격적 성격과 공급 비탄력성에 기인하는 것으로 해석된다. 셋째, 주택가격 수준별 분석 결과, 하위 75% 시장에서는 효과의 유의성이 강화되는 반면, 상위 25% 시장에서는 대부분 유의하지 않아 외국인 주민의 효과가 저가 주택시장에 집중됨을 확인하였다. 이러한 주택유형별 이질적 효과는 외국인 주민의 직접 수요 효과와 지역의 인적 구성 변화에 따른 구성적 편의시설(compositional amenities) 효과에 의해 설명된다. (결론 및 제언) 본 연구는 외국인 주민의 주택 임대시장 효과가 주택유형 및 가격수준에 따라 이질적으로 나타남을 실증하였다. 따라서 외국인 주민 관련 주택정책은 특정 하위시장에 대한 차별적 영향을 고려하여 설계될 필요가 있다. 특히 연립다세대 전세가격 상승에 따른 저소득 내국인 가구의 주거비 부담 완화를 위해 저가 임대시장의 공급 확대와 전세가격 변동 모니터링이 요구되며, 외국인 주민 집중거주지역의 주거환경 관리를 통해 내국인의 거주지 이탈과 사회・공간적 분리를 완화할 필요가 있다.
