(Purpose) This study aims to decompose foreign residents from a single aggregate group into specific categories—foreign workers, marriage migrants, international students, and overseas Koreans—and to analyze how changes in their compositional shares are related to regional population growth rates at the si-gun-gu level. (Research methods) To this end, this study constructed a nationwide si-gun-gu–year panel dataset for the period 2016–2023 by combining data on local foreign residents and population statistics from the Ministry of the Interior and Safety with indicators of regional economy, demographic structure, housing conditions, and policy environment. The relationship between the population growth rate from time t-1 to time t and the composition of foreign residents by type and regional conditions was estimated using a panel regression model with regional and year fixed effects. The validity of the model was examined through the stepwise addition of control variables and the Hausman test. (Findings) The results show that the shares of foreign workers and marriage migrants maintain relatively stable positive relationships with regional population growth rates even after controlling for various local conditions, whereas the initially positive association of international students becomes statistically insignificant once additional controls are introduced. The share of overseas Koreans turns negative or remains only marginally significant depending on the level of controls. (Conclusion and recommendations) These findings suggest that explanations of regional population change should consider not only the overall scale of foreign residents but also their compositional differences and settlement pathways. In particular, policy efforts that support labor market integration and household-based settlement are important for foreign workers and marriage migrants, while differentiated local immigration policies that incorporate education, employment, status transition, onward/return migration, and other mobility patterns are required for international students and overseas Koreans.

(연구목적) 본 연구의 목적은 외국인주민을 단일한 집단이 아니라 외국인근로자, 결혼이민자, 유학생, 외국국적동포 등 유형별 구성으로 분해하여, 이들의 유형 구성 변화가 시군구 단위 지역 인구증감률과 어떠한 관계를 보이는지를 분석하는 것이다. (연구방법) 이를 위해, 2016–2023년 전국 시군구-연도 패널자료를 구축하고, 행정안전부의 지자체 외국인주민 현황, 인구통계, 지역경제･인구구조･주거･정책 지표를 결합하였다. t-1시점 대비 t시점의 인구증감률과 외국인주민 유형별 비중 및 지역 조건 간의 관계를 지역 및 연도 고정효과를 포함한 패널회귀모형으로 추정하고, 단계적 통제변수 추가와 Hausman 검정을 통해 모형의 타당성을 검토하였다. (연구결과) 외국인근로자와 결혼이민자 비중은 다양한 지역 조건을 통제한 이후에도 인구증감률과 비교적 안정적인 정(+)의 관계를 보였고, 유학생 비중은 초기에는 정(+)이었으나 통제 확장 후에는 통계적으로 유의하지 않았다. 외국국적동포 비중은 통제 수준에 따라 부(-)의 방향으로 전환되거나 약한 수준에서만 유의성이 관찰되었다. (결론 및 제언) 이러한 결과는 지역 인구변화를 설명할 때 외국인주민의 총량뿐 아니라 유형별 구성과 정착 경로를 함께 고려해야 함을 시사한다. 특히 외국인근로자와 결혼이민자에 대해서는 노동시장 결합과 가구 단위의 정착을 지원하는 정책이 중요하며, 유학생과 외국국적동포는 교육･고용･체류 전환, 재이동과 귀환 가능성을 함께 반영한 차별화된 지역 이민정책 설계가 요구된다.
