Switzerland‘s Multilingual System and Multicultural Integration Policy : The ‘Willensnation’ Model and Integrative Multiculturalism in a Neutral State
(Purpose) This study aims to analyze the historical and institutional background through which Switzerland has sublimated linguistic and cultural diversity into a driving force for national integration and survival, and to trace its evolutionary process toward ‘integrative multiculturalism.’ (Research methods) This study conducts a literature review of the Swiss Federal Constitution, the Federal Languages Act of 2010, and the European Charter for Regional or Minority Languages (ECRML). It also examines empirical policy support cases in the Canton of Graubünden and contemporary immigrant integration policies. (Findings) Switzerland established its identity as a ‘Willensnation’ (Nation of Will), preserving the autonomy of minority languages and preventing interference from neighboring major powers through the constitutional balance of the territoriality and personality principles. Following the implementation of the Federal Languages Act of 2010 and the adoption of international conventions, the Swiss government shifted to an ‘active multilingual promotion policy,’ directly investing resources to protect minority language ecosystems and their diasporas. Facing a recent surge in immigration, Switzerland expanded its system into an ‘integrative multiculturalism’ paradigm, which organically incorporates immigrants into mainstream social systems via public education and the labor market, rather than through blind assimilation or exclusion. (Conclusion and recommendations) The Swiss case demonstrates that linguistic and cultural diversity is not a cause of conflict, but rather a core driving force that elevates consensus democracy and solidifies national identity. True sovereignty, independence, and a sustainable national identity must be based on the voluntary solidarity of citizens who embrace diversity and share republican values, rather than on the myth of a single ethnicity or language. Nations experiencing population decline and a rapid transition to a multicultural society should build a proactive institutional infrastructure capable of transforming diversity itself into a powerful resource for national development, much like Switzerland.
