(Purpose) The purpose of this study is to qualitatively explore the settlement experiences and social integration processes of migrant workers residing in Hwaseong Special City by applying the Ager and Strang (2008) framework, and to identify the facilitating and constraining factors of social integration within the local community context, to provide foundational data for the development of local government policies supporting migrant workers. (Research methods) This study employed thematic analysis proposed by Braun and Clarke (2006; 2013). Semi-structured in-depth interviews were conducted with 12 migrant workers recruited with the cooperation of the Hwaseong Immigrants Community Service Center. The interviews were carried out between July and August 2025, and the transcribed data were analyzed systematically following the six-phase thematic analysis procedure. (Findings) Eight core themes were identified through the analysis, visa status, labor market, working conditions, discrimination and exclusion, family life, housing conditions, social relationships, and administrative and welfare services. These themes correspond to the four domains of the Ager and Strang (2008) framework: foundation, markers and means, facilitators, and social connections. In particular, instability in visa status was found to function as a structural precondition that sequentially affects multiple domains, including employment, housing, and family life. In addition, complex structural constraints were identified, such as discrimination in workplaces and everyday life, limited access to welfare services, and family separation. (Conclusion and recommendations) This study suggests multi-level policy improvements at the national, local community, corporate, and civil society levels. In the short term, a 24-hour emergency support system and an integrated support center should be established. In the medium term, restrictions on workplace mobility should be eased and family reunification should be facilitated. In the long term, pathways to permanent residency and a multicultural governance system should be developed. Ultimately, a paradigm shift is required to recognize migrant workers not as temporary residents but as members of the local community.

(연구목적) 본 연구는 화성특례시에 거주하는 이주노동자들의 정착 경험과 사회통합 과정을 Ager & Strang (2008)의 프레임워크를 분석 도구로 활용하여 질적으로 탐색하고, 지역사회 맥락에서의 사회통합 촉진 요인과 제약 요인을 규명함으로써 지방정부 차원의 이주노동자 지원정책 수립에 기초자료를 제공하는 것을 목적으로 한다. (연구방법) Braun & Clarke(2006; 2013)가 제안한 주제분석(Thematic Analysis)을 분석방법으로 활용하였다. 화성시 외국인복지센터의 협조를 통해 모집된 12명의 이주노동자를 대상으로 반구조화된 심층면접을 실시하였다. 면접은 2025년 7월부터 8월 사이에 진행되었으며, 전사된 자료는 6단계 주제분석 절차를 활용하여 체계적으로 분석하였다. (연구결과) 분석을 통해 이주 과정과 체류 자격의 복잡성, 노동시장 진입과 적응, 노동환경과 안전, 차별과 배제의 경험, 가족생활과 자녀 양육, 주거환경과 생활실태, 사회적 관계와 여가생활, 행정･복지서비스 경험 등 총 8개의 핵심 주제가 도출되었으며, 이는 Ager & Strang(2008)의 토대･표지 및 수단･촉진 요소･사회적 연결의 네 영역과 연결된다. 특히 체류자격 불안정성이 노동･주거･가족생활 전 영역에 연쇄적으로 영향을 미치는 구조적 선행 조건으로 작용함이 확인되었으며, 직장 및 일상생활에서의 차별, 제한된 복지 접근성, 가족 이산 문제 등 복합적인 구조적 제약이 나타났다. (결론 및 제언) 본 연구는 국가, 지역사회, 기업, 시민사회 차원에서의 다층적 정책 개선을 제언한다. 단기적으로는 24시간 긴급 지원 체계와 통합 지원센터의 설립이 반드시 이루어져야 한다. 중기적으로는 사업장 이동 제한 완화와 가족 동반 체류 허용이 필요하다. 장기적으로는 영주권 취득 경로 마련과 다문화 거버넌스 체계 구축이 요구된다. 궁극적으로는 이주노동자를 일시적 체류자가 아닌 지역사회의 진정한 구성원으로 인식하는 패러다임 전환이 필요하다.
