(Purpose) The purpose of this study is to derive improvement measures for Daejeon's foreign policy through an analysis of the immigration environment and the implementation of foreign policy in Daejeon. (Research methods) This study was conducted using literature research, policy data, statistical data, and interviews with officials working with foreigners at Daejeon City Hall and local governments, as well as officials from foreign-related organizations in the Daejeon area. (Findings) Despite the fact that the domestic population mobility rate and youth population outmigration rate exceed the national average, the ratio of international students to registered foreigners by region is the highest in the country, and the labor shortage by industry is also worsening, there is an absence of effective regional-based foreigner policies commensurate with the type of stay, such as segmented and temporary support centered on multiple departments. (Conclusion and recommendations) First, unification of a dedicated organization for foreigners is required to ensure efficiency, consistency, and comprehensiveness of work. Second, establishment of a basic plan for foreigner policy that enhances policy direction, including regional demands and characteristics, is required. Third, expansion of regional-based visa systems and introduction of metropolitan visas are required to expand the local resident population. Fourth, institutional improvements are required to attract foreign students to specialized high schools in Daejeon Metropolitan City, support their adaptation to school life, and help them find employment and further education after graduation. Fifth, strategies are required to support foreign technology entrepreneurship and attract a global entrepreneurship immigration center. Finally, establishment of a public platform for attracting foreign students and establishment of educational courses linked to industry demand are requested to establish a one-stop support system for foreign students.

(연구목적) 본 연구의 목적은 대전광역시 이민환경과 외국인정책 추진 실제 분석을 통하여 대전광역시 외국인정책 개선방안을 도출하는 것이다. (연구방법) 본 연구는 문헌연구, 정책자료 및 통계자료, 대전시청과 기초지자체 외국인업무 관계자, 대전지역 관내 외국인 관련기관 관계자 대상 인터뷰 조사를 활용하여 수행되었다. (연구결과) 국내 인구이동률과 청년인구 전출률이 전국 평균을 상회하고 지역별 등록외국인 대비 유학생 비율이 전국에서 가장 높으며 산업별 인력난 또한 심화되고 있음에도 불구하고 다부서 중심의 분절적･한시적 지원 등 체류 유형에 상응한 지역 기반의 실효적 외국인정책이 부재한 것으로 나타났다. (결론 및 제언) 첫째, 업무의 효율성과 일관성, 총체성을 위해 외국인 전담조직의 일원화가 요구되고 둘째, 지역 수요와 특성 등 정책 방향성을 제고한 외국인정책 기본계획 수립이 요구되며, 셋째, 지역 정주인구 확대를 위한 지역 기반 비자제도 활용 확대 및 광역비자 도입 방안이 요구된다. 넷째, 대전광역시 특성화고교 외국인 유학생 유치와 학교생활 적응지원, 졸업 후 취업과 진학을 위한 제도적 보완이 요구되고 다섯째, 외국인 기술창업 지원 및 글로벌창업이민센터 유치를 위한 전략이 요구되며 마지막으로, 공공형 외국인 유학생 유치 플랫폼 구축과 산업수요 연계교육 과정 개설 등 외국인 유학생을 위한 원스톱형 지원체계 구축이 요청된다.
